SCOPE OF WORK 1.1 PURPOSE: This purpose and intent of this Invitation for Bids (IFB) is to establish a term contract for the purchase of bulk sodium hypochlorite bleach (product) to be delivered to the water and wastewater treatment facilities identified herein. 1.2 GENERAL REQUIREMENTS: A. Contract Start-up: Upon commencement of contract, the Contractor may wish to meet with the appropriate County staff to discuss responsibilities and other parameters associated with the requirements of the contract. B. Site Visits by the County: Prior to, and throughout the term of the contract, the County reserves the option to visit the product manufacturer's location along with any sites where the product will be transloaded, stored for distribution, or repackaged. Should any concerns be raised by the County during the site visit(s) regarding safety, quality assurance, or other procedural issue, the Contractor shall be notified. If possible changes are discussed, and agreed upon, they shall be put in writing by the Contractor and submitted to Hanover County Purchasing Division. C. Codes and Compliances: The Contractor shall obtain, possess, maintain, and comply with all applicable local, state, federal, OSHA, and health and safety requirements such as: licenses, permits, codes, laws, regulations, standards, and specifications for furnishing and delivery of the product. D. Contact Information: The Contractor shall provide the County with contact information to allow for 24 hour/day, 7 day/week response to County requests. 1.3 SCOPE OF WORK: The Contractor shall provide all labor, materials, and transportation necessary to furnish and deliver the product on an as needed basis. Fuel charges/fees not allowed. A. Industry Standards: If there are any conflicts between the product purchase specifications and the County's specifications and requirements, the more stringent shall prevail. 1. ANSI/AWWA B300-10 (most recent revisions: Section 4, and Certificate of Analysis, Section 5). 2. ANSI/NSF 60, Drinking Water Treatment Chemicals-Health Effects. If the Contractor's ANSI/NSF 60 certification expires or is cancelled during the term of the contract, without an expedited cure, the contract may be terminated immediately. Note: Proof of certification with the ANSI/NSF 60 standards should be included with the bid. B. Product Specifications: Total estimated annual usage: 55,000 gallons o Strength - a minimum strength of 11.5% (by weight) o Insoluble Matter - < 0.15% (by weight) o Total Free Alkalinity (NaOH) - <1.0% (by weight) o pH - 11-13 o Age - Shall not exceed (3) days from date of manufacture o Appearance - Clear with no visible debris or sediment o Temperature -
