Site work and paving for a civil project in Meridian, Mississippi. Conceptual plans call for site work for a road / highway; for paving for a road / highway; and water / sewer project.

Project Location: Air Control Station Road Meridian, MS 39307 Project Lat/Long 32.378440, -88.80426 STATEMENT OF WORK The contractor shall furnish necessary equipment, materials, labor and supervision to perform the following work at the MEI VOR, a Federal Aviation Administration (FAA) navigational control facility located on Air Control Station Road in Meridian, MS. Work within this area must be coordinated with the FAA Contracting Officer's Representative (COR) in advance. 1st Part - Security Fencing/Access Road 1. Cut all trees and brush, and grind stumps to facilitate future bush-hogging and security fence installation within the 15 foot access easement area. Trees, shrubs, and overgrowth shall be cleared 5 feet from the edge of the asphalt road within the lease area. Clean up ditch lines to ensure proper drainage and to maintain road (See Maps 3, 4, 5 and Pictures 9, 10, 12, 17, 18). Mulch all materials to pieces approximately 8 inches in length or less. 2. Remove the existing cattle gate and the chain link fence including fence posts near the entrance attached to the cattle gate, approximately 40 linear feet (LF) (Picture 4); the security fencing from the VOR gate to the communications building leaving the fence post on the north side of the access road, removing all the remaining posts, approximately 60 LF (Pictures 7, 8); and the chain link fence and posts along the VOR building gravel parking area, approximately 150 LF (Map 2 and Pictures 5, 6, 17, 18). 3. Install new site security fencing starting at the first post to the south of the main gate, the fencing shall traverse east 3 feet off of the edge of the access road to the wood deck platform located near the existing communications building, approximately 508 LF (Maps 2, 6 and Pictures 1, 2, 3, 9, 10). The security fencing shall be constructed in the following manner: i. Standard perimeter fencing will consist of a 7-foot, 9-gauge woven aluminum coated or galvanized steel wire fabric with mesh openings not larger than 2 inches per side and a 1-foot-high outward facing top guard consisting of 3 strands of galvanized barbed wire each consisting of 2 twisted 12-gauge wires with 4-point barbs spaced no more than 4 inches apart set at an outward angle of 45 degrees for a total of 8 feet. ii. Nine gauge tension wires will be used in new fence construction. They will be affixed with 9-gauge steel rings 4 inches from the top and bottom of the fence fabric at no more than 24 inches on center, and must be secured to each vertical post. iii. Fencing framing, including rails, braces, and line; terminal; and corner posts shall be Group IA, round steel pipe, Schedule 40. Line posts shall be 2.375 inches (60 mm) in diameter. End, Corner and Pull Post shall be 4.0 inches (102 mm) in diameter. 2 of 20 iv. Posts cannot be spaced more than 10 feet apart and must be embedded in concrete footing (3500 PSI) to a depth of not less than 3 feet to prevent shifting or sagging. v. Adjust existing gates to operate smoothly, easily, and quietly, free of binding, warp, excessive deflection, distortion, nonalignment, misplacement, disruption, or malfunction, throughout entire operational range. Confirm that latches and locks engage accurately and securely without forcing or binding. vi. Fence fabric must be attached to terminal posts with stretcher bars 0.25inches by 0.75 inches, which engage each fabric link. The stretcher bars must be held to the fence post with clamps placed within 4 inches of the top and bottom of the fence and will not be spaced more than 14 inches apart. Fence fabric must be attached to the exterior side of line posts using 9-gauge steel ties spaced not more than 14 inches apart, with ties mounted within 4 inchesof the top and bottom of the fabric. vii. Ties must be wrapped 360 degrees around posts and twisted a minimum of three turns and bent down on the protected side of the fence. The maximum acceptable gap under fencing from firm ground is 2 inches. Where perimeter fencing traverses a culvert, trough, ditch, or other opening greater than 96 square inches in area, fence construction will be extended to block the opening. The extension may consist of iron grills or other barriers, but must be approved prior to installation. 4. Hardware such as ties, hog rings, bolts, nuts, outriggers, braces, hinges, gate latches, drop rods, etc., will be installed so they cannot be easily removed, or used as a climbing aid from the exterior side of the fence. 5. Install reflective markers at the edge of the road to any inlets in the drainage ditch to mark edge of the road locations 6. Provide 200 lb. woven geotextile road stabilization and 4 inches of #57 crushed gravel from the end of the asphalt road at the main gate to the end of the lease area approximately 2,000 SF of road area (See Map 7 and Pictures 11, 13). 7. Provide toilet/sanitary facilities for the duration of the project as there are no onsite facilities. 2nd Part - Tree Clearing 8. Cut all trees, overgrowth and brush, bush hog all grass, and grind stumps to facilitate future bush-hogging. The area to be cleared is the entire VOR area (3.54 acres), 15 feet downslope of the VOR area, and all trees surrounding the on-site building (See Map 1 and Pictures 14, 15, 16, 19, 20). Mulch all materials to pieces approximately 8 inches in length or less. Soil stabilization to prevent slope erosion shall be applied as necessary. The General Contractor (GC)shall be expected to work Monday through Friday during the day time hours of 800 AM to 400 PM unless alternatively coordinated in advance with the Contracting Officer's Representative (COR). Coordination between the GC and FAA personnel shall be required at all times in order to maintain an operational facility. Any discrepancies between the contract provisions and the actual site conditions shall be referred to the Contracting Officer (CO) for a written determination in accordance with Contract Clause entitled Order of Precedence. 3 of 20 2. SITE ACCESS/CONSTRUCTION LIMITS 1. Contractor shall maintain access to the site at alltimes. 2. Construction/demolition shall in no way interfere with FAA Operations. Extreme care shall be exercised so as not to cause any interference or interruption of service provided of this facility. It is mandatory that the contractor protect FAA personnel and existing communications equipment. Any damages incurred, as a result of construction activity during the performance of this contract will be repaired/replaced immediately by the contractor at no cost to the FAA. 3. Any work or activity that may impact the FAA, such as work on critical equipment or circuits, will require coordination with the COR. The COR will coordinate with the local facility personnel to address develop an activity specific "Risk Assessment" for the facility's final approval. This process may take a full day to complete. 4. The contractor shall confine operations, activities, storage of materials and employee parking within the designated areas, as identified by the COR. If required, additional space the contractor deems necessary shall be obtained off site, at no additional cost to the Government. 5. Vehicles transporting materials shall not be loaded beyond the capacity prescribed by federal, state, or local laws. Obstruction of existing roadways, driveways, to the facility is strictly prohibited. 6. Damage to existing paving, lawns, and utilities caused by the contractor's activities shall be repaired immediately. Any damages that are a result of the contractor's activities shall be repaired. All costs of repairs shall be paid by the contractor. After notice to proceed and prior to the commencement of construction, the contractor and COR shall conduct joint inspections of the existing areas affected by the construction. Existing damage or defects shall be noted and will be used as the basis for determination of damages caused by the contractor'soperations. 7. It is strongly urged that the contractor carefully examine the premises to determine the extent of work and the conditions under which it must be done. 8. The Government reserves the right to enter the construction area at any time for work inspection and for the operation of the facility. 9. All work hours, shifts, and overtime work shall be coordinated with the COR. Before commencing construction, furnish to the COR a statement of hours per day and days per week to normally be worked and approximate number of persons on the job for a normal work shift. 10. At the end of each work day, the contractor shall secure all construction areas. The contractor is responsible for the security of the staging area, and shall provide the required measures at no additional expense to the government. CONSTRUCTION SCHEDULE The work plan and schedule prepared by the contractor shall consist of a logical narrative plan. Include construction activities, submittal and approval of materials, samples and shop drawings (if applicable), the procurement of critical materials and equipment, fabrication of special materials and equipment along with their installation andtesting. Within fifteen (15) calendar days of contract award, the contractor shall submit the schedule and work plan. A Notice to Proceed will not be issued until the schedule is approved. The Contractor shall warranty material, workmanship, and equipment furnished by the various manufacturers in writing for a period of two (2) years (or not less than the industry standard for the material specified, nor the manufacturer's standard warranty period, whichever is greater) from the date of final project acceptance by the FAA. The method of contractor selection has not been determined at this time.
