Reference Number 00003003444 The objective of this first phase is to understand septage generation rates within the greater Prince George area, where septage waste is going and preliminary recommendations on treatment solutions. It is anticipated that this information should inform additional phases of work. The Regional District is open to suggestions of how best to complete this work and is looking for proponents to provide a recommended approach and study methodology. At the very least, the proponent should provide a report with information such as: o an estimate of sewage generation rates in the rural areas around Prince George, o an estimate of septage tank (attached to an on-site treatment system) vs holding tank (pump and haul disposal) waste generation, o preliminary recommendations on disposal facility options and preliminary capital and annual operating cost estimates, and o recommendations on subsequent phases of work. The area of interest in is Electoral Areas A, C, D, E, F and G and businesses and residences in those areas within that are not already serviced by community sewer system. The Regional District has little data that may support this review so the successful proponent will be responsible for determining an appropriate workplan including means for acquiring all necessary data. The Regional District has recently completed a Housing Needs Assessment that may contain information relevant to the successful proponent's work. The City of Prince George has offered to share data such as aggregate trucked liquid waste data to the City owned lagoon facilities that receive septage waste from the electoral areas and a contact list of liquid waste haulers suing the City facility. Proponents will be required to provide a workplan detailing work efforts and timelines. All finished reports and supporting documentation provided as result of this work must become the property of the Regional District for its exclusive use.
