NAICS Code: 237990 - Other Heavy and Civil Engineering Construction Size Standard: $39.5M This synopsis is for the Lower Dissolved Oxygen Pipe Stabilization, Chatham County, Georgia project. This acquisition is being offered as 100% Small Business 8(a) set-aside solicitation and will result in a single Firm Fixed Price Contract Award. Per FAR 36.204, the disclosure of the construction magnitude for this project is between $1M-5M. Project Location: The Plant is located on the Savannah (Front) River and Back River on Hutchinson Island in Savannah, Ga. Project Description: The purpose of this project is to stabilize the discharge pipes at the Downriver Dissolved Oxygen Plant located on the Savannah (Front) River and Back River on Hutchinson Island in Savannah, Ga. The project will consist of complete burial of the discharge pipes by replacing sediment (lost due to scour) from areas under and near the existing discharge pipes with in-situ material. Satisfactory fill material is available in Dredged Material Containment Areas 2A or 13A. Side dumping will not be permitted and fall velocity must be reduced. The contractor will be responsible for all surveys for the purposes of measuring cut and fill volumes to include hydrographic surveys. Minimum grades must be achieved. Misplaced material will not be paid for. The government has estimated approximately 2,300 cubic yards of fill will be required in the front river and 2,300 cubic yards of fill in the back river to meet the template. The fill will be placed adjacent to a deep draft navigation channel of the Savannah (Front) River and the Back River. Care must be taken to ensure existing discharge pipes and diffusers are not damaged. Access to Back River work location: two possible routes are available to the Back River Work Location. The first would be through the marsh from the Dissolved Oxygen Facility Access Road. Using this route might entail environmental permitting requirements. Contractor is responsible for all permitting requirements and following work restrictions for any work in the marsh. The second route would be via water which would have height and width restrictions due to low bridges and a railroad trestle. Front River Discharge Area: a 36-inch diameter stainless steel discharge pipe extends approximately 220-feet from the expansion joint located near STA 0+00 adjacent the plant to approximate STA 2+22 in the river. Eight helical pier anchors are near the scour hole and have been partially exposed. Back River Discharge Area: a 30-inch diameter stainless steel discharge pipe extends from approximate STA 25+50 to 34+19. Scour is evident between about STA 32+00 and 34+19 and portions of the pipe have been exposed to river currents. Work Duration: The estimated construction duaration for the Lower Dissolved Oxygen Pipe Stabilization is 120 days. Evaluation Criteria: The contract will be solicitated and procured using Sealed Bidding Procedures under FAR Part 14. Note: This solicitation will be issued in electronic format and is antipated to be available on or about July 20,2022.
