THE GOVERNMENT WILL NOT ACCEPT ANY PROPOSALS UNDER W912PX-22-R-0001. NOTE 2: THE GOVERNMENT'S RESPONSES TO CONTRACTOR QUESTIONS SUBMITTED UNDER W912PX-22-R-0001 WILL BE ADDED BY AMENDMENT 0001. NOTE: THIS SOLICITATION (W912PX-22-R-0003) REPLACES W912PX-22-R-0001. THE GOVERNMENT WILL NOT ACCEPT ANY PROPOSALS UNDER W912PX-22-R-0001. 1. Proposals shall be submitted prior to the closing date and time identified on Block 8 of the SF 1449. 2. Offerors must possess a Top Secret Facility Clearance (FCL) at time of proposal submission. Proposals submitted by offerors without a Top Secret FCL will not be evaluated or considered for award. 3. Offerors are required to submit a complete proposal package in accordance with the instructions below. Only electronic offers will be received via email. The Offeror shall submit electronic copies of their proposal to the Jessica Bailey, Contract Specialist, jessica.a.bailey30.civ@mail.mil and Catherine P. Richardson, Contracting Officer, catherine.p.richardson.civ@mail.mil. 4. The Offer. The submission of the documentation specified below will constitute the offeror's acceptance of the terms and conditions of the RFP, concurrence with the Performance Work Statement, and contract type. 5. It is the Government's intention to award without discussions. Offerors are encouraged to present their best technical proposal and cost/prices in their initial proposal submission. However, in accordance with (IAW) FAR Part 15.306, should discussions become necessary, the Government reserves the right to hold them. If discussions are conducted, a competitive range will be determined and offerors will be notified. The competitive range may be limited for purposes of efficiency IAW FAR Part 15.306 (c) (2). NOTE: PROPOSALS WILL NOT BE ACCEPTED FROM THIRD PARTY AGENCIES OR BROKERS. PROPOSALS FROM THIRD PARTIES WILL BE CONSIDERED NON-RESPONSIVE AND WILL BE EXCLUDED FROM CONSIDERATION FOR AWARD. Proposal Preparation Instructions 1 Offeror's proposal shall be organized into three (3) volumes titled as follows: Volume I - Technical; Volume II - -Past Performance; Volume III - Cost/Price. Each volume of the proposal shall be clearly marked with volume number, title, solicitation number and offeror's name. The offeror shall provide their technical proposal (Volume I - Technical) with no company identifying information on any page expect the first page. The technical proposal shall have the following: Times New Roman, Size 10 Font, single spaced, 8.5 x 11 format. Failure to follow this instruction may result in rejection of their proposal. Page Limitations and Format: The Offeror shall comply with the following format and page limitations for each respective volume in accordance with the following table:POP 02-JUL-2022 TO 31-JUL-2022 NOTE: THE GOVERNMENT HAS PROVIDED A SITE VISIT UNDER SOLICITATION W912PX-22-R0001. THERE WILL NOT BE A SECOND (2ND) SITE VISIT UNDER THIS SOLICITATION. A site visit is scheduled on 01 March 2022 beginning at 8:00 AM (EST). There will be a one hour break for lunch and the site survey will conclude no later than 5:30 PM (EST). The survey will include all pertinent JIATFS areas and equipment covered by the PWS. Although the pre site visit is not mandatory it is highly encouraged to gain perspective. Offerors are urged to inspect the site where the work will be performed. Offerors are instructed to complete the Visit Authorization Procedures identified in Attachments 0013-0014 of this solicitation by 4:00 PM (EST) 14 February 2022. Offerors must coordinate their site visit attendance with the Contracting Officer, Ms. Serena Davidson (Serena.A.Davidson.civ@mail.mil or 305.293.5385) and Ms. Jessica Bailey (Jessica.A.Bailey30.civ@mail.mil or 305.293.4775). To gain entrance to NAS Truman Annex (separate from entry to JIATFS), Offerors must obtain a Commercial Gate Pass from the NAS Boca Chica Commercial Gate office located at Mile Marker (MM) 9.1 on US1. Driving from Miami, the Commercial Gate office turn off is to the left on Rockland Key near where US1 goes from two lanes to four lanes. Do not go to the main Pass & ID office on Boca Chica for a commercial access pass. Failure to obtain a commercial gate pass will result in being turned away at the Navy Truman Annex gate and a 20 mile, 50 minute round-trip back up the Keys. Please refer to Attachment 0012, NAS Key West Commercial Gate Map. F. Solicitation Questions Offerors may email questions regarding this draft solicitation to the Contract Specialist, Jessica.A.Bailey30.civ@mail.mil with a courtesy copy to the Contracting Officer, catherine.p.richardson.civ@mail.mil. The Government will answer all questions provided that the questions are received by the cut-off time of 1:00 PM (EST) 31 March 2022. Questions will be answered via amendment to the solicitation by adding Responses to Section C. The Government reserves the right not to respond to any questions received concerning this solicitation after the cut-off date. Accordingly, Offerors are encouraged to carefully review all solicitation requirements and submit questions to the Government early in the proposal cycle.
