The Greene County Regional Airport Authority invites qualified consultant firms with specific expertise in aviation services following the guidance of Federal Aviation Administration (FAA) AC150/1500-14 Architectural, Engineering, and Planning Consultant Services for Airport Grant Projects; and in compliance with applicable provisions of 2 CFR 200 - Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards to submit a statement of qualifications to provide professional services for the design and construction administration/inspection of airport improvement projects. The Authority anticipates entering into a contract for professional services for the planning, design and construction administration/inspection of airport improvement projects for the Greene County - Lewis A. Jackson Regional Airport with the selected firm for a five (5) year period. Contract to provide the Greene County Regional Airport Authority with Professional Services for the Design and Construction Administration/Inspection of Airport Improvement Projects for 2022 through 2027. 1. The consultant will be selected to provide services for the following general areas: a. Pavement improvements, including runways, taxiways and extensions, aprons, and vehicle movement and parking areas b. Environmental work required in accordance with applicable Federal, State and Local guidelines and regulations c. Perimeter wildlife fencing d. Site improvements (drainage, storm water management, site work and utility improvements) e. Capital improvement plans f. Project management and oversight g. FAA/ADO communication, process assistance and forms review h. Grant funding assistance i. Obstruction removal j. Planning assistance as required by the FAA outside of a Master Plan k. NAVAID improvements l. Airport signage, lighting and facility lighting m. Hangars and airport terminal buildings n. Other tasks that may be identified by the Greene County Regional Airport Authority 2. Interested consultants shall submit four (4) copies of the following information: a. Firm name, address, telephone number, and e-mail address. b. Year established and former firm names (if any). c. Types of services for which the firm is qualified. d. Summary of Qualifications for services listed above. e. Names of principals of the firm and state in which they are registered. f. Number of staff available for assignment. g. Outside consultants and associates usually retained, identify known MBE's/EDGE. h. Examples and lists of similar completed projects on which the Firm was principle consultant. i. Current similar projects underway and estimated cost of each. j. Number of years the firm has been doing business in the relevant function. k. Names of key personnel, including managers and in-charge field personnel proposed to be assigned, with experience of each, length of time in the organization, continuing education, and evidence of currency of expertise in relevant function. l. Address of office(s) where the work will be performed, how long this/these office(s) have been operating, and current staffing of this/these office(s). If the work is to be done from more than one office, indicate the distribution of work among offices. m. Rate schedules for various disciplines. 3. Statement of Qualifications will be evaluated by a selection team consisting of members from the Greene County Regional Airport Authority. The most qualified proposals considered "best" by the selection team will be invited to an interview. During this interview, the short-listed firms will have an opportunity to make a 45-minute presentation and answer questions from the selection team. At the conclusion of the interview process, the selection team will pick the top firm. 4. The above selection process does not preclude the Greene County Regional Airport Authority from going through a separate qualifications-based selection process should the project be deemed specialized in nature or be of an estimated construction cost of greater than $5,000,000.00. 5. The County reserves the right to select one firm or more than one firm to provide services for the projects or portions thereof in any manner the County deems appropriate. Upon selection of the firm or firms determined to be the most qualified to provide the requested services, an agreement will be negotiated and prepared for services provided The method of Contractor Selection has not been Determined at this time.
