The project site on Santa Rosa Island of Channels Islands National Park is located off the coast of California approximately 50 miles west from Ventura, CA. The work site is in the developed area referred to as the Main Ranch on the northeast section of Santa Rosa Island that is accessible by ocean going vessels and twin-engine aircraft capable of flying over open ocean and landing and taking off on a short unpaved runway. The work of this contract consists of supervision, labor, equipment, testing, and supplies required to perform the final commissioning services to bring the solar PV system with generator backup to full functionality, as identified in the project specifications and associated documents provided as attachments to the solicitation. The specifications list the necessary deficiency corrections that were identified during the post-construction commissioning phase. Per FAR 36.204, the estimated project price is between $25,000 and $100,000. The North American Industry Classification System (NAICS) Code for this requirement is 238210, with a corresponding size standard of $16.5 million in annual gross receipts for the past three years. This acquisition is a Total Small Business Set-Aside. Quotations are solicited only from small business concerns. Quotations received from concerns that are not small business concerns shall not be considered. The Government anticipates award of a firm-fixed-price purchase order resulting from this solicitation. Evaluation for award will be made in accordance with the simplified acquisition procedures outlined in FAR Part 13.106. The Government anticipates issuing an order resulting from this request for quotation to the responsible quoter whose quotation will be most advantageous to the Government, price and other factors considered (relevant experience, California contractor license, and past performance) as listed in Section M. A site visit has been scheduled for Tuesday, April 12, 2022. The site visit is an all-day trip to Santa Rosa Island via a park service boat. Advance RSVP is required to the Contracting Officer to reserve your space on the boat. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. a. Remove all existing solar panels from the site and legally dispose of outside of the Park. b. Demolish all infrastructure on the electrical equipment building roof down to the penetrations. Upon inspection, make a decision to either pull the L-feet from the roof, or simple leave in place and put down a fresh layer of polyurethane sealant over the penetrations. c. With the existing ground mount array, remove the existing solar panels and associated wire, but leave the vertical supports and pier attachments in place. i. Put a new layer of corrosion inhibitor on the pier attachment hardware. ii. Demolish all existing wire, conduit, combiner boxes, etc. iii. Drive a new ground rod at the array and attach to system ground. d. Install new solar array, utilizing government provided solar panels already on-site, on existing ground mount structure by leaving the existing vertical supports and associated ground attachment hardware in place. i. Install new Iron Ridge rail, horizontally, over the top of the existing vertical supports. ii. The new solar array will consist of 82 modules total. The modules on site are Solaria Power XT-355R-PD, for a total of 10.65 kW of power. iii. The array will be wired in parallel sets, feeding three FM80 Outback 150 VDC charge controllers located inside of the electrical equipment building Period of Performance: 05/23/2022 to 07/12/2022 MBE (21.5%), WBE (6.9%), SBE (100%)
