The Tulsa Air National Guard, Oklahoma is issuing this Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the upgrade of the force protection at Air National Guard Base in Tulsa, Oklahoma. The North American Industry Classification System (NAICS) code for this work is 236220. This is a total small business set-aside. The small business size standard is $39.5 million. Magnitude of the project is between $100,000 and $250,000 IAW FAR 36.204(b). "Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but not later than 30 Sep 2022. This action has been identified on the National Guard priority list award if funds become available and the prices received are within an awardable range. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government consideringing only price and price related factors." Description of the Project: replacement of the main gates at the Tulsa ANG main base, the replacement of the opener at the east/commercial entrance, a small walkthrough gate installation and various fencing repairs. The options will include additional gates, openers, fence, bollards and various fence repairs. 2. Instructions to Bidders: 2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) entitled W5S08U-22-B-0004 entitled Force Protection Upgrade , Project Number 201900247 at Tulsa Air National Guard Base, OK. 2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price. 2.3. This solicitation is set-aside 100% for small businesses 3. EVALUATION FOR AWARD. Reference DFARS 252.236-7007. 4. NOTICE OF PRE-BID CONFERENCE AND SITE VISIT: 4.1. A pre-bid conference will be conducted on 12 May 2022 at 0900 CST for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. This conference will be held at 4200 N 93rd E Ave Tulsa, OK 74115 Building 222 Civil Engineer Building. Interested Contractors are highly encouraged to attend the pre-bid conference. The site visit will be held following the conference. 4.2. Due to security conditions, all offerors must register to attend this conference and site visit. Details including DBIDS registration is included in the FAR 52.236-27 provision. 4.3. Visitors must pick up their passes at the Installation's Main Entry Gate prior to arrival. You will be required to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable. Any of the above information furnished by you is protected under the Privacy Act and shall not be released unless permitted by law and/or you have consented to such. 4.4. Information provided at this conference or site visit shall not qualify the terms and conditions of the solicitation and specifications. Terms of the solicitation and specifications remain unchanged unless the solicitation is amended in writing. If an amendment is issued, normal procedures relating to the acknowledgment and receipt of solicitation amendments shall apply. 4.5. A record of the conference shall be made and furnished to all prospective bidders via posting at www.SAM.gov. The record will include minutes of the meeting, including questions (on a nonattribution basis) and answers. 5. FORMAL COMMUNICATION, OFFEROR EXPLANATIONS: 5.1.
