Site work and renovation of a mixed-use development in Gouverneur, New York. Completed plans call for the renovation of a residential development; and for site work for a residential development.
Bids will be received for the following Contract: Contract No. 1 - General Rehabilitation - Base Bid 76 Fox Farm Road Base Bid - Furnish and Install various rehabilitation materials and labor to include: Power vented oil fired furnace (remove old furnace), eight (8) new vinyl replacement windows, furnish and install new basement stairs (remove old stairs), new drop ceiling, basement insulation, and new sanitary lines within the basement where the sewer line exits the building. Additionally, the Base Bid will also require new smoke & carbon monoxide detectors along with lead hazard rehabilitation work items. Contract No. 1 - General Rehabilitation - Additive Bid 76 Fox Farm Road Additive Bid - Furnish and Install new sections of sidewalk that are in disrepair. The attention of Bidders is particularly called to the requirements as to lead certifications. The right is reserved to waive any informalities in the Bid and to reject any or all Bids. Bid Solicitations and Contract Documents are provided by the Development Authority of the North Country as part of the Authoritys due diligence in its role as the CDBG Housing Program Sub-Recipient for the Town of Gouverneur. The Town of Gouverneur is the recipient of the New York State CDBG Grant funding. The Development Authority, working with Town of Gouverneur staff, will review all bids submitted for completeness. The Development Authority will make recommendation to the homeowner on the lowest responsible bidder. The Rehabilitation Contract will be between the Homeowner and the Contractor. MWBEs and Section 3 contractors are encouraged to apply. The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies.
