Bids will be received for the following Contract: Contract No. 1 - General Rehabilitation -Base Bid 18 Gleason St Base Bid - Furnish and Install various rehabilitation materials and labor to include: Furnish & Install new asphalt shingled roof along with new fascia & soffit, Twenty One (21) new vinyl replacement windows, new 50 gallon electric hot water heater, new Bilco Door, interior door & stairs into basement. Additionally, the Base Bid will also require new smoke & carbon monoxide detectors along with lead hazard rehabilitation work items. Contract No. 1 - General Rehabilitation - Additive Bid 18 Gleason Street Additive Bid - Furnish and Install Basement Insulation, Attic Insulation & Blown In Wall Cavity Insulation to include material and labor for each item. The attention of Bidders is particularly called to the requirements as to lead certifications. The right is reserved to waive any informalities in the Bid and to reject any or all Bids. Bid Solicitations and Contract Documents are provided by the Development Authority of the North Country as part of the Authoritys due diligence in its role as the CDBG Housing Program Sub-Recipient for the Town of Gouverneur. The Town of Gouverneur is the recipient of the New York State CDBG Grant funding. The Development Authority, working with Town of Gouverneur staff, will review all bids submitted for completeness. The Development Authority will make recommendation to the homeowner on the lowest responsible bidder. The Rehabilitation Contract will be between the Homeowner and the Contractor. MWBEs and Section 3 contractors are encouraged to apply. The contractor will ensure that to the greatest extent feasible opportunities for training and employment arising in connection with this NYS CDBG-assisted project will be extended to lower-income project area residents. Further, the contractor will, to the greatest extent feasible, utilize business concerns located in or substantially owned by residents of the project area, in the award of contracts and purchase of services and supplies.
