Lovell Federal Health Care Center. See Section B.2 Price Schedule and Section B.3 Performance Work Statement for Contract requirements. This Contract is subject to the Service Contract Labor Standards Act. See Section D for the applicable Wage Determination. Base Period: June 1 - August 31, 2022 Option 1: September 1 - November 30, 2022 Option 2: December 1, 2022 - February 28, 2023 Option 3: March 1 - May 31, 2023 Option 4: June 1, 2023 - May 31, 2024 Option 5: June 1, 2024 - May 31, 2025 Option 6: June 1, 2025 - May 31, 2026 Option 7: June 1, 2026 - May 31, 2027 The purpose of this Solicitation is to obtain quotes for the services set forth in Section B.3 Performance Work Statement. The Government, in its sole discretion, may award a contract from the quotes received in response to this Solicitation, issue a new Solicitation, or cancel this Solicitation without reissue. ACQUISITION OF COMMERCIAL ITEMS: This Request for Quote (RFQ) solicitation is issued under the authority of FAR Part 13.5 Simplified Procedures for Certain Commercial Items in which simplified acquisition procedures in FAR Part 13 will be used. FAR Part 14 and 15 will not be used. From this RFQ, the Government intends to award a firm fixed price contract where the contractor provides a price that is not subject to any adjustment on the basis of the contractor's cost experience in performing the contract. (Note: The terms "offeror" and "quoter" are both used in this Solicitation. For the purposes of this Solicitation, these terms are interchangeable; there is no difference in meaning between the two.) SDVOSB SET-ASIDE: This requirement has been set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs), under the Veterans First Contracting Program (VFCP), pursuant to VAAR 819.7001 et seq. Eligibility and program requirements are set forth as follows: VAAR 819.7003 Eligibility. (b) At the time of submission of offers/quotes, and prior to award of any contracts, the offeror must represent to the contracting officer that it is a - (1) SDVOSB . . . eligible under this subpart; (2) Small business concern under the North American Industry Classification System (NAICS) code assigned to the acquisition (set forth in Block 10 of Page 1); and (3) SDVOSB . . . listed as verified in VIP database at: https://www.vetbiz.va.gov/. *** (e) A contract awarded under this subpart is subject to the SBA limitations on subcontracting requirements in 13 C.F.R. 125.6, provided that only VIP-listed SDVOSBs are considered eligible and/or "similarly situated" under an SDVOSB sole source or set-aside. . . . [T]he limitations on subcontracting requirements apply to all SDVOSB . . . set-aside and sole source contracts. (Emphasis added.) TIMELINE: o Site Visit Deadline: As scheduled with the COR, see below. A site visit reservation must be completed with the COR no later than Wednesday, April 6, 2022, 4:00 p.m. Local Time. o Solicitation Questions Deadline: All Solicitation questions are due by Thursday, April 7, 2022, 4:00 p.m. Local Time. Answers will be posted by Solicitation Amendment on Contract Opportunities. o Solicitation Closes/Quotes Due: All quotes are due by Monday, April 11, 2022, 8:00 a.m. Local Time. SITE VISIT: Potential quoters may schedule a site visit with Contracting Officer's Representative Derrik Heinzen via e-mail at Derrik.Heinzen@va.gov. PLEASE NOTE THAT WHILE ON-CAMPUS, ALL PERSONS SHALL COMPLY WITH VA COVID PROTOCOLS, INCLUDING THE WEARING OF MASKS INSIDE ANY VAMC BUILDING AND WHILE TRAVELING IN VEHICLES DURING THE SITE VISIT. It is suggested that the potential quoter inspect the campus to be serviced to fully understand the nature of the work and the conditions under which the work is to be performed, but attending the site visit is not required to submit a quote. In no case shall failure to attend a site visit or otherwise inspect the campus constitute grounds for a claim after contract award. Failure to inspect the equipment prior to contract award shall not relieve the Contractor from performance of the requirements of this contract. RFQ QUESTIONS: In order to maintain the integrity of this Solicitation and subsequent award, all potential quoters shall submit questions regarding this Solicitation via e-mail to Contract Specialist Rob Knight at Robert.Knight1@va.gov. Answers will be issued via a consolidated response by Solicitation Amendment posted on Contract Opportunities, available at https://sam.gov/content/opportunities. SUBMISSION OF QUOTE: Quoters shall submit their quote by e-mail to Contract Specialist Rob Knight at Robert.Knight1@va.gov. Please limit graphics or excessively large files during quote submission. The VA has a maximum allowable incoming email size limitation, including attachments, of seven (7) megabytes. Quoters submitting responses via email that exceed 7 megabytes shall split their response into multiple email messages so as to not exceed the maximum allowable email size limitation. The VA may not consider late responses due to undelivered e-mails that exceed 7 megabytes.
