Site work and paving for a mixed-use development in North Charleston, South Carolina. Completed plans call for site work for a sidewalk / parking lot; for paving for a sidewalk / parking lot; and water / sewer project.

PROJECT DESCRIPTION: The work involves various sidewalk improvements within the City of North Charleston. Construction of approximately 4,600 LF of new concrete sidewalk, 1,700 LF of storm drainage and all other appurtenances as shown on the drawings and as specified. OTHER QUALIFICATION OR BID REQUIREMENTS: This project is being funded in whole or in part by the Community Development Block Grant Program (CDBG). All federal CDBG requirements will apply to the contract. All contractors and subcontractors are required to be registered in the federal System for Award Management (SAM). Bidders on this work will be required to comply with the Presidents Executive Order No. 11246 & Order No. 11375 which prohibits discrimination in employment regarding race, creed, color, sex, or national origin. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Davis-Bacon Act, the Anti-Kickback Act, the Contract Work Hours and Safety Standards Act, and 40 CFR 33.240. Bidders must also make positive efforts to use small and minority-owned business and to offer employment, training and contracting opportunities in accordance with Section 3 of the Housing and Urban Development Act of 1968. Attention of bidders is particularly called to the requirements as to conditions of employment to be observed and minimum wage rates to be paid under the contract. SECURITY: Each bid must be accompanied by a Bid Bond made payable to the Owner, for an amount equal to not less than 5% of the total bid as a guarantee that, if the bid is accepted, the required Agreement will be executed and that a 100% Performance Bond and 100% Payment Bond will be furnished. Checks, regardless of form, will not be accepted. OWNERS RIGHTS: The Owner reserves the right to waive any informality or irregularities in bidding and to reject all Bids if it is in the Owners best interest to do so. Unless all bids are rejected, award will be to the low responsive, responsible Bidder. RIGHT TO PROTEST: Bidders and interested parties whose direct economic interest would be affected by the award of a contract or failure of award of a contract have the right to protest within 10 days of such in accordance with federal codes 23 CFR and 49 CFR.
