The Department is seeking to engage five (5) consultant engineering firms to provide Task Based Construction Engineering and Inspection Services to support various district offices throughout the state. At least one (1) of the selected firms shall be certified as an SBPP (Small Business Participation Program). The selected firms will be required to provide services on short notice, for inspection and administrative duties due to the scheduled in-house construction workload, unexpected schedule changes, or when portion of the project may require specialized services. The scope of services may vary from task to task and may include construction engineering and inspection of an entire project, supplement state inspection forces on a project, inspection of multiple projects of similar size and scope, or provide technical administration support for construction inspection activities. It is anticipated that two (2) of the selected firms will provide services for Districts 1 and 4, and the other two firms will serve Districts 2 and 3. The fifth agreement has been designated for an SBPP certified firm, which may serve all five (5) Districts, however another SBPP certified firm may be selected for one of the other four contracts. All firms selected can be utilized by District 5. If a project requires specific qualifications, personnel, or expertise which firms assigned to that district do not possess, the Division of Construction Operations may utilize services of other firms assigned to other districts. The contracts will be limited to five (5) years to assign new work, with the stipulation that assignments initiated during the term of the contract will continue to completion of work. No new work, which is unrelated to prior negotiated tasks, will be negotiated after five (5) years from the start of the contract. Each contract will be established with an upset limit of $10,000,000; however, actual contract fees will vary depending on the tasks assigned. It is anticipated to utilize either a lump sum or cost-plus fixed fee payment method. The total number of assignments for each firm may vary depending on the Department's needs. Prior to assigning each individual task, the Department will evaluate each selected firm to determine which firm is most appropriate to perform the specific task. Firms responding to this request should be of adequate size and sufficiently staffed and experienced to perform this assignment and will be required to provide the necessary staffing upon execution of the contract. The selected firms will also be required to establish and/or maintain a Connecticut office for the duration of assignment. Information regarding the licensing, certification and qualification requirements for CE&I services can be found in the "Construction Engineering and Inspection Information Pamphlet for Consultants" dated February 2017. The Department, in its sole discretion, reserves the right to cancel this solicitation and terminate the process to retain consultant services, and is under no obligation to contract for the services specified herein. Please be advised that firms must continue to be prequalified in the specified categories for the year a shortlist is finalized and/or a selection is made.
