Restoration and conservation is required on the sculpture located in Breakwater Park along the shore of Lake Ontario. Restoration is to include all repairs to the existing deteriorated or damaged concrete bases including the addition of steel reinforcement where the existing bars have suffered significant deterioration. Complete cleaning and removal of graffiti on the aluminum forms is also required. The term of the agreement is to be for a period of two (2) months. In addition, and if deemed necessary, further one (1) month extensions may be requested by the City. The sculpture "Time" is located in Breakwater Park along the shore of Lake Ontario. The artwork is composed of 1/4" thick polished aluminum rectangular forms, anchored with steel bolts to a cast concrete base measuring 64" in height. The concrete bases also form retaining walls, extending to grade level after approximately 25 feet. "Time" was commissioned by the provinces of Ontario, Quebec and the Federal Government, to commemorate the City of Kingston's tercentenary. The artist Kosso Eloul completed the sculpture in 1973, using an aluminum alloy from the Alcan Aluminum plant in Kingston.
