The North American Industry Classification (NAICS) Code is 236220-Commercial and institutional buildings. The size standard is $39.5M average annual revenue for the past three (3) years. Construction Project Magnitude is betw een $5M and $10M. Persons intending on bidding should attend a Pre-Bid Conference/Site Visit on May 17, 2022 at 2:00PM CT. See Section 00100 for specific registration information and details. In accordance w ith FAR Clause 52.228-1 Bid Guarantee, a bid bond is required w ith the bid. Funds are not presently available for this contract. Currently, the Government anticipates funds w ill become available prior to but no later than midnight 30 Sep 2022. This action has been identified on the National Guard priority list for aw ard if funds become available and the prices received are w ithin an aw ardable range. Description of the Project: The 115th Fighter Wing at Dane County Regional Airport -Truax Field, Madison, WI intends to issue an Invitation For Bids (IFB) for award of a single firm fixed-price contract for services, nonpersonal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to construct project XGFG182011 F-35 Add/Alter Building 510 Base Warehouse and Supply. This project seeks to construct a new 5,150 SF warehouse addition, renovate approximately 20,000 SF of existing warehouse, and renovate approximately 8,150 SF of administrative offices to accommodate F-35 supply system requirements to include Autonomic Logistics Information System (ALIS) functions. The facility will receive upgrades to the existing lighting, HVAC, glazing, exterior EFIS, fire detection/suppression, security systems, as well as other facility components. Typical work includes, but is not limited to minor demolition; site utilities/grading/paving; new mechanical, electrical, plumbing, and technology systems; and upgrading the facilities architectural finishes. All work will be in accordance with design requirements, specifications, and drawings provided within the master specifications. This solicitation will result in a single construction contract for both new construction and alterations. Instructions to Bidders: 2.1. You are invited to submit a bid in response to our Invitation for Bids (IFB) W50S9F-22-B-0002 entitled F-35 Add/Alter Building 510 Base Warehouse and Supply, Project Number XGFG182011, at Truax Air National Guard Base, Madison, WI. 2.2. As a result of this solicitation, the Government intends to award a Firm Fixed Price (FFP) contract resulting from this solicitation to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price. 2.3. Solicitation is Unrestricted. In accordance with FAR Clause 52.219-4 Notice of Price Evaluation Preference for HUBZone Small Business concerns the HUBZone preference of 10% is applicable. All questions and requests for information (RFI) must be received NOT LATER THAN the fifth working day prior to bid opening. The site visit will be held following the conference. 3.2. Due to security conditions, all offerors must register to attend this conference and site visit. Email the attached SFS Form 12 (Attachment 17) with information for all attendees to MSgt Kate Fox at the following address: Katherine.fox@us.af.mil 3.3. This information must be provided in advance, 3 business days prior to the meeting, in order to ensure access to the military base and conference site and ensure adequate seating for the conference attendees. Even if you have access to the base you must register to ensure adequate seating. The furnishing of the above information is voluntary; however, your failure to furnish all or part of the requested information may result in the Government's denial of your access to the pre-proposal conference. This information will be provided to the Base Security Forces who will authorize your entrance to the site. 3.4. Visitors must who are properly registered will be added to the base Entry Authorization List (EAL) and will be able to access the installation with a valid drivers license. Be prepared to present the following information upon arrival: (1) Vehicle Registration, (2) Valid Drivers License, (3) Proof of Insurance for Vehicle, (4) Safety Inspection and Car Rental agreement if applicable.
