Such bid bonds and/or certified checks must be in an amount equal to ten percentum (10%) of the bid as guaranty that he will carry out the terms of his bid. The Board of Works and Safety reserves the right to reject all bids and to waive any informalities or irregularities in any bid or bid procedure, and to accept any bid that meets or exceeds the specifications that is the lowest responsible and responsive bid which shall be determined in the sole discre tion of the Board of Works and Safety.
