The City of Goleta Public Works Department is requesting proposals from qualified firms to provide baseline stormwater services (stormwater services) to the City, related to tasks required by the City's NPDES MS4 Phase II Permit. The City is seeking a stormwater services contract for an initial term of three (3) years. The award will be made to the most qualified firm based on experience, competence, resources, and other performance criteria, including the responsiveness to this Request for Proposal (RFP). It is the City's intention to hire a firm for stormwater services. Questions: Submit all questions within 15 business days of RFP posting. Failure to include this information, or an incomplete response, may be cause for disqualification. The proposals will be used to evaluate and select the most qualified firm or firms. The Contractor shall furnish all materials, labor, supervision, software, and equipment necessary to perform all work required for the stormwater services, including mailings, field equipment, and other supplies. The services include specific tasks as well as goals, which are expected to be reached. The overall project cost estimate and rate sheets (Exhibit B) shall anticipate project costs based on Contractor experience and expertise. The contractor shall show initiative, perseverance, and exceed due diligence in achieving project goals and milestones outlined in the SOW. All Stormwater Services shall be provided in accordance with all federal, state, and local laws, including those of the Clean Water Act, and related City NPDES permit. This shall include licenses, permits, and approvals required by the above regulatory authorities. The City may reject a proposal from any firm who previously failed to perform properly, or complete on time, contracts of similar nature, or to reject a proposal from the firm who is not in a position to perform such a contract satisfactory. The City may reject a proposal from any firm who is in default of payment of taxes, licenses, or other monies due to the City. The City reserves the right to reject any or all proposals or to select the proposal most advantageous to the City. The City reserves the right to verify all information submitted in the proposal. The City reserves the right to amend the RFP or issue a notice of amendment. The City reserves the right to reject any and all proposals and to waive any informality, irregularity, or technicality in any proposal. The posting of this RFP is not a guarantee that services will be purchased by the City.
