Renovation of a municipal facility in Trenton, New Jersey. Completed plans call for the renovation of a municipal facility.

Bidders must be classified by the Division under N.J.S.A. 52:35-1 et seq and must submit bid security as provided in Instructions to Bidders and General Conditions, Revised December 2015. No bidder may withdraw his bid for 60 calendar days after the opening. The State may reject any and all bids. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27. Upgrade of Fire Alarm System (including Main fire alarm panel, subpanels, fire alarm amplifiers, remote annunciators, power supplies, batteries, battery chargers, computer, monitor, printer, all addressable devices and programming. Existing notification field devices and wiring are to be reused. The multi-phase upgrade of the fire alarm system of the Richard J. Hughes Justice Complex. The first phase will be the replacement of the main fire alarm panel and subpanels. Subsequent phases will be the replacement of addressable devices on a loopby-loop basis. The Work includes: 1. Prior to performing any fire alarm system work, contractor shall run a full system diagnostic and prepare a detailed list of all existing trouble alarms. Owner will address all existing trouble alarms prior to hand-over to the contractor. Contractor shall be responsible for returning the system to the owner at the end of the project without any open trouble alarms. 2. Inspection of the entire system to verify type and location of devices. 3. Replacement of the main fire alarm panel. 4. Replacement of all subpanels. 5. Replacement of all fire alarm amplifiers and bulk amplifiers. 6. Replacement of all remote annunciators. 7. Replacement of all power supplies, transformers, batteries and battery chargers. 8. Replacement of all addressable devices. 9. The installation or replacement of all wiring, cabling, conduit and accessories required to provide a complete and operational system. 10. Replacement of the monitoring station computer, monitor and printer. 11. All new equipment and devices shall be backwards compatible if necessary to support existing addressable devices for the transition to the new system. 12. Existing notification field devices and wiring are to be reused. 13. The installation and programming of new carbon monoxide detectors as shown on the drawings. 14. The programming of all devices for the system. 15. All fire alarm components shall be new and manufactured by Siemens. 16. Identify any products that will take over twenty-eight calendar days to deliver from point of submittal approval. 17. Replacement of equipment shall be on a loop-by-loop basis and coordinated with facility management. 18. The fire alarm system shall be operational at all times, or a fire watch shall be maintained in any areas affected. The owner will provide a fire watch Monday through Friday from 7 AM to 3 PM except state holidays. 19. Upgrade and replacement of the main fire alarm panel and head end shall not be performed during periods when the building is occupied and shall be coordinated with building facilities management. 20. Upgrade of addressable field devices shall be performed during normal business hours. Fire watch for the affected areas will be provided by the building. 21. Protection of the fire alarm system from electrical surges, sags, over-voltages, brownouts, and electrical noise. 22. The fire alarm panels, and annunciator panels shall be tied into the existing electrical power source at their location in the building. 23. Any new low voltage wiring, if necessary, from the fire alarm equipment or devices shall be concealed and run per NFPA 72. 24. Any exposed wiring installed above the ceiling shall be plenum fire rated cable in accordance with NEC article 760. Exposed fire alarm wiring shall be protected from potential rodent damage. Existing wiring shall be reused to the extent possible. 25. The testing and commissioning of the entire system. 26. Cleaning, repair and restoration of existing surfaces during and after completion of work. 27. Security during construction. 28. Protection, salvage and turnover of existing equipment and devices removed to the owner. 29. Cleanup, safety, debris removal and disposal, warranty. 30. Coordination with facilities management to maintain normal business operations. 31. Provide 'As built' drawings and specifications of system and installation including riser diagram. 32. Provide written manuals and instructions for the operation and maintenance of the system.
