Site work and paving for a sidewalk / parking lot in Trenton, New Jersey. Conceptual plans call for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.

The Agency is seeking a Professional Civil Engineer to provide full specifications, estimating and construction administration services for the Basin work located at the Hudson Street Parking Lot. The Professional Civil Engineer shall prepare all necessary design plans and specifications to be used for the construction in the parking lot. The design services shall include but not be limited to all concept plans, specifications, contract documents and reports. The cost, the ability to meet specifications and responsiveness to this Request for Written Quotes are the major considerations in vendor selection. Any or all written quotations may be rejected when HMFA determines that it is in the Agency's best interest. The Agency reserves the right to award this contract to the vendor it determines to be most qualified to meet its needs. Vendors may be requested to sit for interviews and/or negotiation of contract terms and fees prior to contract award. It is highly improper for a Vendor, after the Quote deadline, to contact a staff member of the Procurement Division or Agency to discuss the quote(s) and/or status of the Award. Should there be any questions concerning the quote(s) submitted, the Vendor will be contacted in writing by a member of the Procurement staff. Written Quotes must include: o Signed Specifications & Cost Sheet (Exhibit A) o Signed Mandatory Affirmative Action Language (Exhibit B) o Signed Vendor Code of Ethics (Exhibit C) o Signed Source Disclosure Certification Form (Exhibit D) o Signed References Form (Exhibit E) o Copy of Insurance Liability Certificate o Copy of your New Jersey Business Registration Certificate - must be provided prior to award of contract o Copy of Minority Business Enterprise (MBE), Women Business Enterprise (WBE), Small Business Enterprise (SBE), Veteran-owned Business (VOB), or Disabled Veteran-owned Business (DVOB) certification if applicable Other Inquiries/Questions: Should be in writing and forwarded to the attention of Shannon McEachern at smceachern@njhmfa.gov by 2PM on June 24, 2022. The contractor shall provide proof of valid Business Registration Certificate (BRC) with the State of New Jersey, Division of Revenue in the Department of the Treasury to any contracting State agency; no contract shall be entered into by any contracting State agency unless the contractor first provides proof of valid business registration pursuant to Proof of Business Registration P.L.2004, c. 57 & P.L. 2009, c. 315 (N.J.S.A. 52:32-44 et seq.). The method of contractor selection has not been determined at this time.
