Site work, paving and renovation of a mixed-use development in Buffalo, New York. Completed plans call for the renovation of a military facility; for site work for a sidewalk / parking lot; and for paving for a sidewalk / parking lot.
GENERAL 1.1 BACKGROUND The sector exterior facilities require extensive upkeep due to the harsh environment and conditions that the facility endures due to its proximity on Lake Erie. The sector's buildings, roads, and parking lots are showing signs of wear and degradation and need upkeep to keep them from getting beyond repair and requiring additional work to be completed. 1.2 SCOPE The contractor shall provide all labor and materials to prepare and paint selected exterior surfaces as well as resurface and paint the roads and parking lots at U.S. Coast Guard Sector Buffalo as directed via COR. See 1.4 Applicable Documents for approximate building, road, and parking lot dimensions. The work required under this contract requires preparing and coating facilities in accordinace with the Unified Facilites Criteria (UFC) 3-190-06. Surfaces to be prepared, resurfaced, and painted include but not limited to metal, wood, masonry, concrete, and asphalt. Items affixed to the facilities that are not personal belongings and are deemed by the COR as semi-permanent shall be removed by the contractor and re-installed; items that are deemed by the COR as permanent shall be taped and painted around per UFC 3-190-06. The work shall be conducted so as to avoid damage to other surfaces and people in the area; any damage as a result of this work will be at the contractor's responsibility. All coats shall be smooth and free from runs, sags or other defects. Each coat of paint shall be in accordiance with UFC 3-190-06. All windows, doors, closets and other openings shall operate freely after all finishes have been applied. The contractor shall free any windows, doors, or other openings that are frozen or stuck (painted shut) prior to final acceptance. At the completion of daily operations, all debris as a result of the work shall be removed from the facility. At the completion of work in one area, all debris, rubbish and contractor equipment shall be removed prior to beginning work in another area. Care shall be taken to avoid the soiling, defacement, or damage of adjacent construction and all such soiling, defacement, or damage shall be removed or repaired at no cost to the government prior to final acceptance of the work. The contractor shall provide all necessary materials, coatings and paints required by this contract. Upon completion of work, the contractor shall remove and dispose of all remaining materials in accordance with all applicable federal, state and local laws and regulations. Under no circumstances shall materials be placed in government owned refuse containers located on base. The contractor will also furnish any additional items and labor that may be needed to complete this project. (A site visit is highly recommended) The aforementioned work is to be completed on COR delinated areas of the following buildings: Guard Shed (RPUID 5847), Multipurpose Building (RPUID 811875), Storage @ Multipurpose Building (RPUID 852396), Sector Gym (RPUID 15464), Administrative Building (RPUID 16906), MAA Storage (RPUID 16911), Rescue 21 Building (RPUID 16912), Smoking Shelter #1 (RPUID 852392), Storage Building (RPUID 811872), Tool Shed (RPUID 852398), Engineering Building (RPUID 16902), ANT Building (RPUID 16903), ANT Storage (RPUID 852401), Boat Maintenance Facility (RPUID 11505), Station Building (RPUD 11507), Duty Crew Berthing (RPUID 68285) Parking and road resurfacing/marking areas shall be delinated via the COR. 1.3 OBJECTIVE Protect selected exposed surfaces from further degrigation. 1.4 APPLICABLE DOCUMENTS See Official Plot Plan (2355PPOR) document in solicitation package. 2.0 SPECIFIC REQUIREMENTS/TASKS Contractor shall bid per the following: 2.1 - Cost per square foot to apply coatings to buildings in accordiance with UFC 3-190- 06. 2.2 - Cost per square foot to resurface and mark road, parking lot, curbs, pavement in accordiance with UFC 3-190-06. 3.0 QUALIFIED PERSONNEL The Contractor shall provide qualified personnel to perform all requirements specified in this SOW. 3.1 CONTINUITY OF SUPPORT STATEMENT OF WORK LAST UPDATED: 3/11/2022 PAGE 3/4 The Contractor shall ensure that the contractually required level of support for this requirement is maintained at all times. The Contractor shall ensure that all contract support personnel are present for all hours of the workday. If for any reason the Contractor staffing levels are not maintained due to vacation, leave, appointments, etc., and replacement personnel will not be provided, the Contractor shall provide e-mail notification to the Contracting Officer's Representative (COR) prior to employee absence. Otherwise, the Contractor shall provide a fully qualified replacement. 3.2 EMPLOYEE CONDUCT Contractor's employees shall comply with all applicable Government regulations, policies and procedures (e.g., fire, safety, sanitation, environmental protection, security, "off limits" areas, wearing of parts of DHS uniforms, and possession of weapons) when visiting or working at Government facilities. The Contractor shall ensure Contractor employees present a professional appearance at all times and that their conduct shall not reflect discredit on the United States or the Department of Homeland Security. The Project Manager shall ensure Contractor employees understand and abide by Department of Homeland Security established rules, regulations and policies concerning safety and security. 3.3 REMOVING EMPLOYEES FOR MISCONDUCT OR SECURITY REASONS The Government may, at its sole discretion (via the Contracting Officer*), direct the Contractor to remove any Contractor employee from DHS facilities for misconduct or security reasons. Removal does not relieve the Contractor of the responsibility to continue providing the services required under the contract. The Contracting Officer will provide the Contractor with a written explanation to support any request to remove an employee. 4.0 PERIOD OF PERFORMANCE The period of performance for this contract shall not exceed 29 Apr 2022 unless determined via the Contracting Officer. 4.1 PLACE OF PERFORMANCE The primary place of performance will be the Contractor's facilities with frequent visits to the United States Coast Guard at USCG Sector Buffalo 1 Fuhrmann BLVD Buffalo, NY 14203 Telephone: 563-321-0330 POC: DCC Albert McNeil (COR) 4.2 HOURS OF OPERATION Contractor employees shall generally perform all work between the hours of 0730 and 1530 EST, Monday through Friday (except Federal holidays). However, there may be occasions when Contractor employees shall be required to work other than normal business hours, including weekends and holidays, to fulfill requirements under this SOW.
