Plan deposit is refundable in accordance with the terms in the Information for Bidders to all submitting Bids. Any bidder requiring documents to be shipped shall make arrangements with the printer and pay for all packaging and shipping costs. All Bid addenda will be transmitted to registered plan holders via email and will be available at porta. Plan holders who have paid for hard copies of the Bid documents will need to make the determination if hard copies of the addenda are required for their use, and coordinate directly with REV for hard copies of addenda to be issued. There will be no charge for registered plan holders to obtain hard copies of the Bid addenda. Neither Owner nor Engineer will be responsible for full or partial sets of the Contract Documents, including Addenda if any, obtained from other sources. Each Bid must be accompanied by a certified or bank cashier's check made payable to Incorporated Village of Patchogue, or a Bid Bond issued by a surety licensed to conduct business in the state where the Project is located and having a Best Rating of A- or better from A.M. Best Company and named in the current list of "Companies Holding Certificates of Authority as Sureties on Federal Bonds and as Acceptable Reinsuring Companies" as published in Circular 570 (amended) by the Financial Management Service, Surety Bond Branch, U.S. Department of the Treasury, in an amount not less than 5% of the amount of the Bid submitted. Each Bidder must complete and submit with their Bid the "Non-collusive Bidding Certificate" provided, in compliance with Section 103-d of the General Municipal Law of the State of New York. Each Bidder must complete and submit with their Bid the "Iran Divestment Act Certification" provided, in compliance with Section 103-g of the General Municipal Law of the State of New York, Iranian Energy Sector Divestment. Each Bidder must complete and submit with their Bid the "Statement on Sexual Harassment Prevention" provided, in compliance with Section 201-g of New York State Labor Law, regarding the implementation of a written policy addressing sexual harassment prevention in the workplace. The Bidder to whom the OWNER proposes to award the Contract will be required to furnish performance and payment bonds and the necessary insurance certificates as prescribed in the General Conditions upon the execution of the Agreement. The attention of Bidders is particularly called to the requirements as to the conditions of employment to be observed and the minimum wage rates to be paid under the contracts. Bidders are also required to comply with the anti-discrimination provisions of Sections 290-301 of the Executive Law of the State of New York. The Village reserves the right to reject any or all bids, to waive any informality in any bid, and to accept that bid which it deems most favorable to the interests of the Village.
