REQUEST FOR PROPOSALS VILLAGE OF PLEASANT PLAINS SECURITY CAMERA PROJECT INSTALLATION OF SECURITY CAMERA SYSTEM FOR VILLAGE OF PLEASANT PLAINS APRIL 4, 2022 PART I GENERAL INFORMATION The Village of Pleasant Plains is requesting proposals from qualiied vendors to install a security camera system in the facilities indicated below. All proposals must be delivered to the village in accordance with requirements as set forth in the posted advertisement. This project shall be implemented as a 5 Year Managed Service Plan. PROJECT PURPOSE, REQUIREMENTS The CCTV solution design should include the following system components as outlined in this document. CCTV HEAD-END SOLUTION The vendor shall provide new Genetec head-end equipment for an IP-based, locally hosted Windows based VMS platform. DESCRIPTION OF PROJECT The new VMS platform shall be installed and conigured for capture, recording, and review of all video images. Approved manufacturer for VMS system shall be Genetec. No substitutions shall be allowed. Installing contractor must have direct manufacturer relationship and be certiied Genetec partner holding Omnicast, Enterprise, and AutoVu level certiications at the time of RFP submission, for the duration of the project and throughout all warranty and maintenance periods. Certiications must be submitted at time of bid. Approved manufacturer for all new cameras shall be Axis, or like manufacturers. Initial system design shall facilitate minimum 30 days of archival video storage. Initial system design shall include connections via mobile application. Initial system design shall include native uniication of existing school district Genetec system through Genetec Federation. Network infrastructure and connectivity to be furnished, installed, and provisioned by installing contractor. Install viewing client(s) on owner workstations as required to monitor the system. Train users on the operation and functionality of the system. This CCTV solution shall be designed to increase physical security and provide a simple and functional user interface for all village staff and law enforcement users. The system deployment shall be structured as a 5-Year Managed Service Plan. The Managed Services Plan shall include all the software, hardware, installation costs, training, support, and system maintenance as a ixed monthly, quarterly, or annual cost. CONTINUING MAINTENANCE AND TRAINING REQUIREMENTS Semi-annual inspection of all cameras. This shall include services as necessary for each camera: cleaning, re-focusing, aim adjustment, fps/motion adjustment. (4) four-hour training session with all staff tasked with use of system provided annually. Semi-annual testing of emergency procedures and police interface-may include training session for users and police personnel. Managed Service Plan shall include all software maintenance agreements and revisions published. Development of operation manuals and quick reference guides to be left with users after training. PART II DETAILED PROJECT SCOPE SUMMARY Village Hall, Community Park, and Irwin Bridge Water Treatment Site Install lockable wall-rack enclosure in electrical room of Village Hall for server, patch panel(s), network equipment, and UPS as required. Electrical work as required to be responsibility of installing contractor Camera coverage to include complete coverage of exterior of Village Hall, Front Reception Desk, and Meeting Room. Meeting room camera to include audio capabilities and ability to toggle recording status from the meeting room. Camera coverage to include adjacent park and water treatment building within park Camera coverage to include Irwin Bridge Water Treatment site for general monitoring Provide licensing, programming, and connectivity to integrate all cameras into new system Create active maps for all camera and device locations Provision applicable user groups and permissions to facilitate access to the system via clients, web clients, and mobile devices Provide, install, terminate and test all new cabling for cameras. Cable provided shall be Panduit plenum-rated category 6 cable and be Orange in color. Installing contractor must be Panduit certiied partner and provide documentation with RFP response. Provide 20 year warranty on cabling. All system hardware shall have a full replacement warranty for the 5 year term. The installing contractor is responsible for due diligence and a site survey before submitting a bid. PART III CRITERIA The vendor shall assign a full-time representative holding current BICSI RCDD (Registered Communications Distribution Designer) credentials to the project and shall be available upon request for project meetings, site questions, consultations, or design reviews. The RCDD shall have suficient experience in this type of project as to be able to lend adequate technical support to the ield forces during installation, during the warranty period, and during any extended warranty periods or maintenance contracts. RCDD must be full time employee of responding company. All vendor staff members working on project on company property shall have a current State of Illinois issued Permanent Employee Registration Card (PERC). This ensures that each employee has been ingerprinted and had a background check completed prior to issuance of the card. The vendor shall assign a fulltime representative holding current Illinois PE (Professional Engineering) license to the project and shall be available upon request for project meetings, site questions, consultations, or design reviews. The PE shall have suficient experience in this type of project as to be able to lend adequate technical support to the ield forces during installation, during the warranty period, and during any extended warranty periods or maintenance contracts. PE must be full time employee of responding company. The vendor shall maintain active Private Alarm Contractor License in Illinois when performing work as required per (225 ILCS 447/) Private Detective, Private Alarm, Private Security, Fingerprint Vendor, and Locksmith Act of 2004. At the time of submission of this RFP, the vendor shall have a full service, staffed ofice within (30) thirty miles of the project location. This ofice must be maintained for the duration of the contract and warranty period. The vendor shall perform the Work in neat and workmanlike manner in accordance with the latest edition of the National Electrical Code, the ANSI/NECA/ ICSI-568-2006 Standard for Installing Commercial Building Telecommunications Cabling, the BICSI Information Transport Systems Installation Manual, and all ANSI/TIA/EIA standards documents relevant to this installation. The vendor shall protect equipment during transit, storage, and handling to prevent damage, theft, soiling, and misalignment; coordinate with the owner for secure storage of equipment and materials; shall not store equipment where conditions fall outside manufacturer's recommendations for environmental conditions; shall not install damaged equipment; and shall remove from site and replace damaged equipment with new equipment. Prior to start of this installation, the vendor's representative shall meet at the project site with the owner's representative and representatives of any trades performing related work to coordinate efforts, review areas of potential interference and resolve conlicts before proceeding with the work. All Grounding in the vendor's work scope shall conform to ANSI- J-STD607 (A) - Commercial Building Grounding and Bonding Requirements for Telecommunications. National Electrical Code (2011). The vendor shall install and test all telecommunications cabling networks per Manufacturer's requirements and in accordance with NFPA-70 (2005 edition of the National Electrical Code IEEE C2 2007 (NESC 2007), state codes, local codes, requirements of authorities having jurisdiction, and particularly the following standards: ANSI/NECA/BIC- SI-568-2006 - Standard for Installing Commercial Building Telecommunications Cabling ANSI/TIA/EIA-568-B.1 - Commercial Building Telecommunications Cabling Standard, Part 1: General Requirements ANSI/TIA/EIA 568-B.2 - Commercial Building Telecommunications Cabling Standard, Part 2: Balanced Twisted Pair Cabling Components. ANSI/TIA/EIA-568-B.3 - Optical Fiber Cabling Components Standard. ANSI/TIA/EIA-569-B - Commercial Building Standard for Telecommunications Pathways and Spaces. ANSI/TIA/EIA-606 (A) - The Administration Standard for the Telecommunications Infrastructure of Commercial Buildings. ANSI-J-STD-607 (A) - Commercial Building Grounding and Bonding Requirements for Telecommunications. TIA-526-14A - OFSTP-14 Optical Power Loss Measurements of Installed Multimode Fiber Cable Plant. TIA TSB-140 Additional Guidelines for Field Testing Length, Loss and Polarity of Optical Fiber Cabling Systems. The vendor shall install cabling in accordance with the most recent edition of BICSI publications: o BICSI - Telecommunications Distribution Methods Manual o BICSI - Installation Transport Systems Information Manual o BICSI - Network Design Reference Design Manual o BICSI - Outside Plant Design Reference Manual o BICSI - Wireless design Reference Manual o BICSI - Electrical Safety and Security Design Reference Manual o Infocomm/BICSI - AV Design Reference Manual Use labels on face of data patch panels. Provide facility assignment records in a protective cover at each telecommunications closet location that is speciic to the facilities terminated therein. The labeling for data drops shall be coordinated with Village of Pleasant Plains department and conform to district labeling standards. Labeling scheme for this project shall be submitted to IT department for written approval prior to installation. Testing shall conform to IA/ EIA TSB-67 Transmission Performance Speciications for Field Testing of Unshielded Twisted Cabling Systems as well as ANSI/TIA/EIA - 568-A-1 Propagation Delay and Delay Skew Speciication for 100 ohm 4-pair cable. Testing shall be accomplished using level II ield testers. Test each pair and shield of each cable for opens, shorts, grounds, and pair reversal. Correct grounded and reversed pairs. Examine open and shorted pairs to determine if problem is caused by improper termination. If termination is proper, tag bad pairs at both ends and note on termination sheets. Perform testing of copper cables with tester meeting TIA/EIA TSB-67 and ANSI/TIA/EIA - 568 -A-1 requirements. Should any cable or pair within the cable fail to pass all tests, the entire cable shall be replaced. PART IV GENERAL REQUIREMENTS DELIVERY AND INSTALLATION Any delivery and installation costs shall be included in bid price. MISCELLANEOUS Respondent shall provide the following with their bid package: o A statement of the offeror's understanding of the work to be performed. o An estimated project schedule for each building, including any hardware lead times. Schedule shall include estimated start date and completion date for each building. o Information about the Offeror's background and experience relative to this project to include history, qualiications, knowledge of Installation of Security Camera Systems and like equipment, and other pertinent information. o Provide a listing of previous clients who may be contacted as reference. The contractor must show work experience including projects of a similar size and complexity at other public facilities. o Provide information as to the size and organizational structure of the offeror's irm. o Cost of the project broken down by cost of each major piece of equipment, installation costs with labor included and any other cost that may need to be part of the project. Also, all electronic pieces of equipment need to state the Brand Name, Manufacturer Part Number, cost and for the cameras, the Resolution to the Cost Breakdown of the project. The Cost Breakdown should be separated by school. o Agreement to carry Professional Liability Insurance in an amount not less than $100,000.00/$500,000.00 and offer a minimum of $1,000,000.00 excess liability insurance umbrella form, or such other insurance as is satisfactory and may be approved by the School Board. All insurance coverage shall be written by companies licensed to do business in Illinois shall be administered by an Illinois registered agent and shall ensure prior written notiication to the School Board prior to cancellation of the policy. REVIEW AND AWARD The Village of Pleasant Plains shall not be obligated to contract with the lowest proposal price. Proposals will be assessed based on a value matrix, including cost, material, vendor references, and other criteria as deemed appropriate to provide the best solution and value for the Village.
