The Housing Authority of the City of Bayonne, New Jersey (the "Authority") is seeking proposals for Architectural Services For Redevelopment Activities. The Authority desires to secure the services of a Professional Architect able to provide comprehensive services for construction projects including programming, design, cost estimation, construction document preparation, bidding, evaluation of bids, construction administration, final inspection and project acceptance, site analysis and infrastructure assessment, as well as mechanical, plumbing, civil engineering and electrical engineering directly or through a consultant to the Firm for the development of multi-family housing. Proposals will be ranked using a ranking system of quality/merit factors contained in the Detailed Request for Proposal ("RFP"). Firms submitting proposals in response to the RFP must not be under sanction from the United States Department of Housing and Urban Development ("HUD"). Moreover, all proposers are hereby notified that compliance with the business registration provision of P/L2004, c.57 will be required at time of proposal submission and in the performance of any contract awarded. This RFP and the contract awarded pursuant to comply with the fair and open process, established and further defined by N.J.S.A. 19:44A-20.7. Consequently, the provisions of N.J.S.A. 19:44A20.5 and N.J.S.A. 19:44A-0.26, as to campaign contributions, does not apply to the RFP and the contract to be awarded hereunder. Any proposal submitted not responsive to the RFP will be rejected automatically. The Authority reserves the right to reject any or all proposals, to waive any non-conformities or informalities in proposals, and to select any proposal which it deems to be in its best interests.
