The Navajo Engineering and Construction Authority (NECA) is requesting bids for Phase 2 ONLY for the following items of work Phase 2 ONLY Site Utilities Water / Fire / Storm water Site Utilities Sewer Building Earth Work Site Earth Work Including Culvert for the proposed Church Rock Glove Factory Phase 2 located east of Gallup, New Mexico. Church Rock Glove Factory Phase 2 Preference will be given in award to Navajo and other Indian-owned firms qualifying for preference in accordance with the Navajo Nation Business Opportunity Act, N.N.C. Title 5, Chapter 2. Bidders claiming preference shall submit evidence of their priority certification with their bid. Subcontractors, brokers, agents, subsidiaries, successors and assigns shall be fully subject to the requirements and provisions of the Navajo Nation Business Opportunity Act ("the Act") to the same extent applicable to NECA. Those firms seeking preference priority under this solicitation must document with their bid that any third parties delivering goods and services pursuant to this solicitation were selected according to the procedures described in the Act. Failure to comply with this requirement will result in the bid being declared non-responsive and being rejected. All firms submitting bids under this solicitation must comply with all other qualification requirements referenced in the solicitation documents in order for their bid to be considered responsive. Bidders should be aware that Navajo Engineering and Construction Authority will not issue joint checks for payment. Bidders shall be responsible for the payment of any and all taxes.
