Renovation of a military facility in Mountain Home AFB, Idaho. Completed plans call for the renovation of a military facility.

1.0 Scope. The Contractor will accomplish all actions necessary to replace two (2) automatic gate controllers and convert one (1) automatic gate to a manual opening gate. The automatic gate controllers must be compatible with the current gate configuration/locations of gates, controllers, and vehicle detector loops. The gate controller must have an override to manually open the gates in the event of power loss. Entry from outside the gate using a key pad is required to enable entry into the compound. The pedestal mounted keypads currently installed shall be utilized if determined serviceable and compatible with the replacement gate controllers. The automatic gate that will be converted to a manual gate must be able to be opened by a single person and secured with a government provided chain and lock configuration or suitable substitute. The Contractor shall furnish any and all necessary parts to bring the gates back up to fully operational status and meet all safety requirements and conform to current industry standards. The Contractor shall replace any other parts of the gate that do not meet safety requirements and/or conform to industry standards. These include, but are not limited to, rollers, safety guards, brackets and sensor edges. Standard commercial warranty will apply for all parts and labor. The Contractor will accomplish all actions required, as defined by the requirements of this Performance Work Statement (PWS). 2.0 Requirements. The Contractor, will furnish all labor, materials, tools, equipment, supplies, and supervision needed to accomplish the tasks described in this scope of work. All work will be performed in accordance with all applicable OSHA, Federal, State, and local laws and regulations for the removal and installation of security gates. If any conflicts exist between applicable regulations, the most stringent of the conflicting regulations will apply. The Government is relying upon the expertise of the Contractor and/or its Subcontractor, to comply with all applicable regulations. 2.1 Material storage and contractor staging areas will be determined before the start of work. 2.2 All solid waste generated by this project will be transported to off-base landfills. 2.3 Recycled materials may be taken to the base recycle center otherwise such materials will need to be disposed of off base. All recycled material weight tickets shall be submitted to the contracting officer for Government record. 2.4 The contractor will furnish two (2) copies of the operation and maintenance manuals for any product installed in the project. One copy will be softcover/paperback and the second copy will be provided digitally, in PDF format, on a CD/DVD disc. The manuals will contain complete instruction for operation, inspection, testing, and maintenance of the system and shall include part breakdown diagrams. 2.5 Modifications to the fencing (if necessary) will be communicated to the Government representative for approval. 2.6 The gates will not be left in a state where they cannot physically be secured whenever the contractor must leave the area or at the end of the duty day. See 3.2.5 for hours of operation. 2.7 Deliverables. The Contractor will replace two (2) automatic gate controllers on the east and west side of facility 1788 and convert one (1) automatic gate to a manual opening gate at the southwest side of facility 1784. This includes any part of the gate that does not currently meet safety requirements and conform to industry standards. The pedestal mounted keypads will be replaced if they are no longer serviceable or in-compatible with the replacement gate controllers. 2.7.1 All work will be done in accordance with manufacturer's specifications and to the satisfaction of the Government representative. 2.7.2 Final payment is dependent upon the Government's inspection and acceptance of the work performed. 2.7.3 Ensure all employees are licensed and qualified to perform required work. 2.7.4 Provide all tools and diagnostic equipment required for the performance of work. Major equipment, such as but not limited to man lifts, cranes, line trucks, back hoes, and bucket trucks including operators, will be provided by the Contractor. 2.7.5 All personnel performing work on the installation must meet and adhere to all installation entry requirements. All personnel working for the Contractor will submit required paperwork to be issued a Contractor's badge in accordance with established requirements. All vehicles and operators will comply with base traffic laws. 2.7.6 Per AFI 34-144, "Visitors must sign in and out, wear a visitor's badge and be monitored while in the facility." Some areas within the installation may require escorts, according to standard practices. When expecting to do work in these areas, the Contractor will coordinate with the Government representative who will coordinate with the appropriate site personnel for the given area. To include, but not be limited to, asking for escorts, available access times/windows and advanced notification of said personnel. If escorts are not available, the Contractor will notify the appropriate site personnel of the impact to scheduled activities before impact occurs. 2.8 Period of Performance (POP): All work must be completed and accepted within 30 working days. 2.9 Background. The gate controllers are over a decade old and all are in various states of disrepair. The east and west automatic gates are out of order completely with only manual override capability. 3.2 Security Requirements. This project is unclassified; access to classified information is not required. All personnel employed by the Contractor in the performance of this contract, or any representative of the Contractor entering the Government installation, shall abide by all security regulations of the installation. 3 3.2.1 Base Pass for Vehicles and Personnel. The Contractor shall obtain personal identification passes for all employees requiring entry onto Mountain Home AFB, Idaho. Contractor personnel must meet established unescorted installation entry requirements (e.g., background checks) before base identification will be issued. Personnel not meeting the minimal standards will not be issued a pass and allowed access to the base. Contractors will be provided with a blank (SFS Form 30) to be filled out and sent back to the primary POC for processing no later than two weeks before individual(s) require entry into installation. Employees must have vehicle registration, proof of insurance, and a valid driver's license in order for vehicles to be operated on MHAFB. The Contractor shall return all identification media to the Visitor Control Center when they expire or the individual is no longer authorized base access (e.g., termination of employee). 3.2.2 Safeguarding of Government Property. The Contractor shall be liable for the protection of Government property and controlled forms provided for Contractor use. After each work week, all Government facilities, gear, and materials shall be secured. 3.2.3 Key Control. The Contractor will not be issued any keys to facilities or secured areas for this project. If entree is needed to any electrical rooms or equipment, the inspectors mentioned in section 5.0 will provide access. 3.2.4 Program Management. The Contractor shall, without any additional expense to the Government, be liable for obtaining any necessary licenses and permits and for complying with any valid FAA, Federal, State, and municipal laws, codes, and rules in connection with the performance of work as outlined in this SOW, that are not provided, in advance, by the Government. The Contractor shall be liable for all workers injuries and equipment damage that result from their neglect or failure to follow safety/health rules. The Contractor shall take proper safety and health precautions to protect work, the workers, the public, and the property of others, to include appropriate insurance. The Contractor shall verify site conditions to include any potential safety hazards and any site dimensions needed. 3.2.5 Hours of Operation. The Contractor is responsible for conducting business between normal duty hours 0730 to 1630, Monday through Friday, except for Federal holidays. 4.0 Government Furnished Supplies and Services. 4.1 Security Police and Fire Protection. The Government will provide general on-base security and fire protection services. Security Police telephone extension is 8-2256 (onbase) and 208-828-2256 (from all other phones) for both emergency and routine calls. Fire protection emergency phone is 8-0911(from on-base phone) and 208- 828-0911(from all other phones). 4.2 Utilities. All reasonable quantities of electricity will be made available to the Contractor without charge. All other supplies or services shall be the responsibility of the Contractor. 4.3 Latrine Facilities. Use of existing toilet facilitiesin the immediate work area will be permitted. The Contractor will ensure facility cleanliness is maintained at all timesto the extent of cleaning up after Contractor personnel only. 5.0 Inspection. Inspection of the work shall be made by the MHAFB Civil Engineering Squadron's R&O at such intervals as necessary to ensure compliance with the contract specifications and provisions, to include final inspection of the project. 4 6.0 Conferences and Meetings. Coordination meetings will be held from time to time as required. The Contractor may request such conference when it is deemed necessary by both parties to clarify the work. A minimum of 48 hour notice to the CO is required for scheduling meetings.
