Interested parties MUST attend all five (5) walkthroughs for their bid to be considered responsible and responsive. NOTE: An individual is only permitted to represent one bidder at a mandatory walk-through. COVID 19 Precautions: 1. Depending on the project location, individuals may be required to wear masks to attend meetings and for a firm to be eligible to submit bids / quotations / proposals. Bring and be prepared to wear a mask if required upon arrival. Requirements may change at any time and any updated guidance must be followed Fish Hatcheries are large consumers of energy. The six DNR hatcheries account for 15% of the entire department's energy expenditures. This not only has large financial implications, but it also means that the facilities have a large carbon footprint. Installation of solar arrays will provide green energy that will reduce utility expenditures, reduce the Department's carbon footprint, and show leadership in the face of climate change. This project will be done with a Design-Build contract. SCOPE OF WORK: The State of Michigan Department of Natural Resources - Fisheries Division - is seeking Design Build services to provide solar power at (6) locations (2 locations in Oden) at existing fish hatcheries. The Design Build Entity (DBE) will be responsible for the design and construction of the project. The DNR has provided a report prepared by Sun Store Energy (attached DNR Hatchery PV Report) outlining the scope of work at the 6 locations with energy goals to be used as a basis for design. The project consists of adding solar panels at each site, noting points of interconnect, PV concept, and addressing possible utility location conflicts. ADDITIONAL CONSIDERATIONS: o Ground penetrating radar may be needed to locate existing utilities o Existing drawings will be made available at the Pre-Bid Walkthrough. The drawings and information presented is for informational purposes and may not be an accurate representation of current existing conditions. All sites will need field verification o Include topography survey and soil borings as needed to perform the work o Target design goals for energy are outlined in the attached report (DNR Hatchery PV Report) o Connection of new service to the existing service shall be underground. DBE to work with local utility company for electrical interconnection o DBE to provide all items necessary for design and construction, including grading and soil considerations, foundation design, solar array design targeted goals o DBE to provide updated schedule at each meeting o DNR will be responsible for the demolition of any trees, if needed o All solar arrays are assumed to be located on the ground with the exception of Thompson. The panels can be roof mounted in this location if the DBE determines the existing structure will support the solar panel load. This will require a structural analysis. o Include time for team meetings (4 during design phase - virtual meetings are acceptable) - twice a month progress meetings are required during the construction phase o Meet State and local codes including SESC and EGLE as required. Emailed submissions will require DCD approval and will be handled on a case-by-case basis. Approved emailed submissions MUST be received prior to the 2:00 p.m. deadline to be considered responsive and responsible.
