The Corporation of the Village of Cumberland ("The Village") is seeking proposals from qualified, licensed professional engineering consulting firms, to undertake a Transportation Master Plan (TMP) Update, as set out in Part D, Scope of Work, of this RFP. The intent would be to have an initial draft report presented to the Village Council in September 2022 and an updated TMP finalized by December 2022. The Village's current Roads Master Plan has not been updated since 2007. The Village has seen significant growth since the previous study and requires a significant update to better reflect, quantify and assess the Village's future transportation network and policy requirements. This TMP update will encompass a review of the previous Roads study in 2007 as well as reviewing other related Village and regional plans including: Official Community Plan Bylaw No. 990, 2014 Comox Valley Active Transportation Network Plan (2021) Village of Cumberland Zoning Bylaw No. 1027, 2016 Cumberland Bicycle Plan Parks and Greenways Master Plan Bylaw 998, 2014 Council Strategic Priorities Alley Enhancement & Maintenance Strategy The objective of this TMP update is to develop optimal transportation concepts for both the short-term and long-term development of the Village. Please note the total approved budget for this update is $75,000. The proponent will work closely with the Village's Operations staff, Council, internal/external stakeholders, and the public to ensure the project's success from inception to completion. The method of contractor selection has not been determined at this time.
