Unit processes for which proposals are requested include influent mechanical screening and washing/compactor, blowers, and tertiary filtration for phosphorus removal. The selected equipment will be incorporated into the contract documents for the Utility's wastewater treatment facility project, which has an estimated construction date starting in spring of 2023. SPECIAL CONTRACT REQUIREMENTS This project is expected to be funded in whole or in part with funds provided by the United States Department of Agriculture - Rural Development (RD) and the Wisconsin Clean Water Fund (CWF). The project will be subject to all the requirements of these programs, including the use of American iron and steel. Section 746 of Title VII of the Consolidated Appropriations Act of 2017 (Division A - Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Appropriations Act, 2017) and subsequent statutes mandating domestic preference applies an American Iron and Steel requirement to this project. All listed iron and steel products used in this project must be produced in the United States. The term "iron and steel products" means the following products made primarily of iron or steel: lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Specific requirements are detailed in RUS Bulletin 1780-35. This project may be funded in part by the Clean Water Fund (CWF), established under Wisconsin State Statutes, and administered by the Wisconsin Department of Natural Resources. Funding under this program requires all iron and steel products used in the construction of the project be produced in the United States, including lined or unlined pipes and fittings, manhole covers and other municipal castings, hydrants, tanks, flanges, pipe clamps and restraints, valves, structural steel, reinforced precast concrete, and construction materials. Specific requirements are detailed in the USEPA memorandum "Implementation of American Iron and Steel Provisions of P.L. 133- 76, Consolidated Appropriations Act, 2014" dated March 20, 2014, and subsequent guidance documents. Federal Equal Employment Opportunity (EEO), The Offeror's or Bidder's attention is called to the "Equal Opportunity Clause" and the "Standard Federal Equal Employment Opportunity Construction Contract Specification"included in the specifications. The goals and timetables for minority and female participation, expressed in percentage terms for the Contractor's aggregate workforce in each trade on all construction work in the covered area, are as follows: o Goals for minority participation f % ( ff for each trade = 7.0% (Jefferson County) o Goals for female participation in each trade = 6.9% We encourage DBEs, including MBEs and WBEs, to submit proposals. BID DOCUMENTS The Bid Documents, consisting of Request for Equipment Bids, Applicable Technical Specifications, Summary of Work, and Plan Sheets are available to qualified Manufacturers and Suppliers from the office of the Engineer with contact information as listed below. BIDDER QUALIFICATIONS Manufacturers or Suppliers submitting a proposal for this equipment must complete a qualification statement with the proposal. Qualification statements should explain how long the company has been manufacturing similar products, list all prior installations, and identify the locations of the nearest service center. Information provided in the qualification statement will be used in the evaluation of the proposals.
