Columbia County Flood Control Zone District (FCZD) received funding from the Washington State Department of Ecology to develop a Comprehensive Flood Hazard Management Plan (CFHMP) to encompass all river basins within Columbia County in accordance with RCW 86.15. The CFHMP will help protect public health, and public and private infrastructure in Columbia County. Development of a CFHMP is the necessary first step in identifying the countywide flood hazards that impact public health and private infrastructure. The FCZD plans to create a CFHMP for Columbia County consistent with the requirements of WAC 173-145-040. The Plan will include all areas of Columbia County, with emphasis on identification of flood risks and flood prone areas. The plan will also identify specific flood risk reduction projects and strategies to mitigate flooding with emphasis in three river basins (Touchet, Tucannon, and Patit). The CFHMP will provide the basis for all future flood risk reduction and mitigation measures, as well as ongoing maintenance measures on existing flood risk reduction projects. It will be developed with the new Comprehensive Planning for Flood Hazard Management Guidance, in addition to mandated requirements, and will determine what capital projects need to be implemented, as well as other measures to be taken to reduce or mitigate future flood damages. The FCZD is hiring an experienced consultant to perform the development of the CFHMP.
