The Metropolitan Government of Nashville and Davidson County (Metro Nashville) intends to extend its "city owned" fiber network over the next several years. To achieve this goal, Metro will complete fiber deployments in phases or fiber segments. These fiber segments will connect Metro buildings, provide redundancy to Metro buildings, and/or will assist with the networking of traffic devices. This RFP is for qualified bidders to provide Outside Plant (OSP) construction services for Metro Nashville fiber installation. OSP, in this request, refers to fiber and supporting infrastructure (such as conduit, cabinets, towers or poles) located between two demarcation points in the Metro Nashville wide area network. This RFP is intended for construction services only. Design / engineering services for requests will be covered by a separate contract. Also, this OSP construction contract will result in a multi-year contract awarded to multiple bidders. Background The Metropolitan Government of Nashville and Davidson County (Metro Nashville) is seeking proposals for Outside Plant Construction Services throughout the Nashville and Davidson County area. Metro Nashville is constantly growing and upgrading their wide-area network to maintain and improve services for the ever-growing Nashville area. Metro Nashville's long-term goal is to build a redundant, stable, secure, and scalable fiber optic network, along with associated communications infrastructure to light the fiber network that will enhance and accommodate the future business needs. In addition to implementation-based services, this contract is also expected to serve as a platform in support of the Metro ITS fiber system which will require services providing emergency repairs. Scope Details Metro Nashville plans to award this RFP to multiple OSP bidders. Then, as projects or requests are generated over the life of this contract, jobs will be awarded to bidders awarded via this RFP. Awarded vendors will be asked to bid each job generated and award will be determined by lowest bid schedule of availability. For future OSP construction requests, Metro Nashville will send out a request for quotes to the awarded vendors that will contain all project details included by OSP engineering documents. A project site walkthrough may be scheduled depending on the project. However, some projects will be bid from engineering documents only. These drawings will include the construction plans for the project along with a materials list which must be verified by the bidder. The department will provide clarification on projects and will allow time for questions and answers. Bids from awarded offerors will then be received, reviewed and a winning bidder will be awarded the project based heavily on price and schedule. A. All work performed by Bidder shall be in accordance with Nashville Metro's specifications and all applicable standards. Bidder will follow all codes and regulations for OSP construction services that define the minimum safety and construction standards (below). Applicable Local, State, and County Ordinances Applicable Safety Codes Required from Right-Of Way Bidders (e.g. Highway, DOT, Railroad, etc.) Code of Federal Regulations, Title 29, Occupational Safety and Health Standards (OSHA) National Electrical Safety Code (NESC) National Electrical Manufacturer's Association (NEMA) National Electrical Code (NPFA No. 70) Lightning Protection Code (ANSI-5.1) RBOC and other operating companies Regulations and Requirements Underwriter's Laboratories, Inc. B. Bidder will supply equipment adequate in design, capacity, and operating condition to perform all work safely and efficiently. All construction equipment will be of a design, specification, and quality that meets current standards for the industry. C. Bidder will remediate any items not adhering to the Metro ITS OSP cabling specifications at the bidder's expense in a timely manner. D. Bidder will attend meetings for the purposes of project review, status updates and process reviews as requested by Metro ITS. E. Bidder will provide an overall schedule with project start and finish dates, timelines for various phases of the project, and various milestones. F. Bidder is responsible for locating / verifying all existing underground services including gas, telephone, data, water, and sewer prior to beginning and underground work.
