PURPOSE: The Virginia Department of Transportation (herein referred to as "VDOT") is soliciting bids from qualified firms to provide the necessary equipment, personnel, supervision, traffic control and materials to perform general plant bed maintenance, brush/small tree removal, ornamental tree pruning, plant installation, and mulching within the VDOT's Right-Of-Way along select routes or sections thereof. Note to Bidder: Electronic responses will be disabled in eVA on April 15, 2022 and reopened on May 2, 2022. Bidders should plan to enter their responses at that time. DO NOT ATTEMPT TO ENTER YOUR BID FOR THIS SOLICITATION PRIOR TO MAY 2, 2022. BIDS WILL NOT TRANSFER THROUGH TO THE NEW PLATFORM. The eVA platform will be down at Noon, April 28, 2022, and reopen on May 2, 2022 under the new platform. QUESTIONS REGARDING THIS INVITATION FOR BID: Any questions regarding this invitation for bid shall be addressed to Consuelo Layne at Consuelo.Layne@VDOT.virginia.gov. The issuing office shall determine whether any addendum should be issued as a result of any questions or other matters raised. Provide questions no later than 5:00 PM on May 2, 2022. SCOPE OF WORK i. Plant bed maintenance, brush and small tree removal duties shall include, but are not limited to the cutting of brush and small trees at grade, chipping of cut vegetation, the removal of cut vegetation and/or chips with proper disposal and pesticide cut stump treatment. ii. The Contractor shall perform general plant bed maintenance. Maintenance duties shall include, but are not limited to hand weeding, pruning, leaf removal, storm damage cleanup, removal of dead plant material, pesticide spraying, ornamental tree pruning, mulching and litter removal. iii. Plant installation duties shall include, but are not limited to plant bed preparation, plant material transport, plant pit excavation, staking, guying and mulching. iv. All work is to be performed within the counties of Amelia, Brunswick, Charles City, Chesterfield, Dinwiddie, Goochland, Hanover, Henrico, Lunenburg, Mecklenburg, New Kent, Nottoway, Prince George, and Powhatan and the City of Richmond.
