The Consultant shall only perform work that is assigned in an authorized Task Order. An awarded Contract does not guarantee that a Task Order shall be issued. The Consultant may provide services to the City including, but not limited to, the following: Development of City MS4 Permit Review of development submitals including (but not limited to) Site Plans, Constuction Drawings, Drainage Reports, and Traffic Studies. Provide consulting and professional services including project planning, design, engineering, land surveying, right of way design and acquisition, construction phasing, and drafting services. Provide professional services during the bid process including preparation of cost estimates and specifications, project construction, and project completion. Provide field surveys as requested. Attend all typical CDOT progress meetings, such as Scoping, FIR, FOR, etc. Provide all specialty groups needed for the project (Environmental, Right of Way, Utilities, Traffic, Hydraulics, Surveying, Geotech, etc.). Provide maps and mapping services as requested. Coordinate with all affected agencies including CDOT, railroads, utility and ditch companies, and property/business owners. Preparation and review of legal descriptions for easements, Rights-of-Way, etc. Review the City's requested project and/or task to be accomplished, and provide preliminary consultation, research and evaluation of same. Assist the City's Engineering Division with presentations and/or recommendations to City staff administration, or City Council. Review and provide comments on environmental documents for proposed projects submitted to the City in accordance with the Colorado Department of Health and Environment requirements. Provide other engineering and design services as requested. To adequately serve our development community, the City requires the services of qualified individuals or firms to manage applications or specific projects offsite or occasionally on-site at City Hall, according to Planning Department staffing needs. Under the direction of the Director of Planning, the consultant(s) will provide the range of expertise necessary to carry out the normal functions of a professional planner. All services provided by the consultant shall be performed by individuals who meet the qualifications, education, and certifications/licensing requirements for the professional Planning levels of Planner I to Senior Planner. Qualified individuals shall possess five or more years of professional planning work experience in the public or private sector. The primary needs are in the Planner I to Senior Planner categories; however the Planning Department would like to have the flexibility to call upon any level of Planning professional during workload increases. Based on qualifications presented in the response to this RFP, the City will select a firm or individual that is best able to provide such services for upcoming projects. In addition to other specified responsibilities, the Consultant Representative shall be responsible for all matters related to the Consultant's personnel, Subconsultants, and Consultant's and Subconsultants' operations including, but not limited to, the following: Ensuring that deliverables are clearly defined, and those criteria are specific, measurable, attainable, realistic and time-bound. Supervising, reviewing, monitoring, and directing the Consultant's and Subconsultants' personnel. Assigning qualified personnel to complete the required Task Order work in coordination with the City Contract Administrator. Administering personnel actions for Consultant personnel and ensuring appropriate actions taken for Subconsultant personnel. Maintaining and submitting organized project files for record tracking and auditing. Developing, organizing, facilitating, and attending scheduled coordination meetings, and preparation and distribution of meeting minutes. Implementing and maintaining quality control procedures to manage conflicts, ensure product accuracy, and identify critical reviews and milestones. Assuring that all applicable safety measures are in place. Providing invoices in a timely manner and providing monthly Contract expenditures. Reviewing invoices for accuracy and completion before billing to City. Managing Subconsultants. Managing overall budget for Contract and provide report to the City Representative. Ensuring compliance with the revisions in the Contract and all specific Task Order requirements. Knowledge, experience, and familiarity with Buy American, 80% Colorado Labor, and prevailing wage issues and requirements in the State of Colorado.
