Renovation of a mixed-use development in Harrisburg, Oregon. Completed plans call for the renovation of a educational facility.
Per Bryan Starr the Invitation to Bid is the only document associated with this project currently. The bids will be separated into 3 portions. 1. Elementary school, removal and replacement of (14) existing gas furnaces in Building 1 classrooms: 1-14. Install air purification units in these (14) classrooms. 2. Add rooftop condensing units for direct expansion cooling to the (14) Building 1 Elementary school classrooms, where the new furnaces are to be installed. Install (1) mini split cooling unit for the Elementary school, Building 1 Data/IT equipment server room. Install (2) evaporator coils and (2) rooftop condensing units for the addition of cooling to (2) existing newer Daikin gas furnaces: for Building 1 Elementary school classrooms 15 & 16 (units FE-15 & 16.) Install (2) evaporator coils and (2) rooftop condensing units for the addition of cooling to (2) existing newer Daikin gas furnaces: for Elementary school Building 1 Multi-purpose room/gym (units EF-17 & 18.) Install air purification units for the rooms that are supplied by units: FE-15 & 16 and EF-17 & 18. 3. Install (6) Wall mount, cooling only, Mini Splits and (6) outdoor condensing units at Harrisburg Middle School Building 3 for classrooms 19-22. BID # 1 Scope of work inclusions- Furnish and install (14) Trane model S8X2B060M4PSCA natural gas furnace, multi-position, 80% AFUE, 2-stage, direct drive 2-speed blower, aluminized steel heat exchanger, 120V, 1 PH. Furnish and install (14) Global Plasma Solutions (GPS) model FC24-AC self-cleaning, 24V, bi-polar ionization units for classroom air purification. Furnish and install (14) Honeywell Vision Pro 8000, 7-day programmable, 3H/2C, 24V thermostat with Redlink. Furnish and install 4" b-vent flue piping, fittings, storm collar and terminations for new furnace installations. Furnish and install gas piping, fittings and components from existing regulators to new furnaces. Remove and dispose of (14) existing gas furnaces, flues and gas piping to the gas regulators on roof in classroom closets. Furnish and install all duct modifications to connect new furnaces to existing ductwork, including new filter racks with MERV 13, 2" pleated filters. Disconnect electrical connections to existing furnaces. Furnish and install proper breakers and fused disconnects for new furnaces. Reconnect line voltage wiring to new furnaces per code. Electrical services provided by the contractor. Provide insulation contractor to insulate OSA duct per code. Provide air balancing contractor to balance classroom supply, return and outside air. Provide TAB report per code. Perform startup/commissioning of furnaces per OEM Specs. All required building permits. BID # 2 Scope of work inclusions- Furnish and install (4) Global Plasma Solutions (GPS) model FC24-AC self-cleaning, 24V, bipolar ionization units for air purification in classrooms 15, 16 and MPR/gym. (Units FE-15 & 16 and EF-17 & 18) Furnish and install (1) Daikin model FTX12AXVJU 1-ton, cooling only, wall-mount, mini split, fan/coil unit with remote controller, 208/230V, 1 PH. Furnish and install (1) Daikin model RK12AXVJU 1-ton, cooling only, mini split, condensing unit, 208/230V, 1 PH. Furnish and install (1) mini split roof curb with cap. Provide roofing contractor to dry in roof curb for mini split installation. Roofing services provided by the contractor. Furnish and install line set, communication wiring, condensate pump and piping for mini split installation. Provide electrical contractor to install electrical circuit, fused disconnect and wiring for mini split installation. Electrical services provided by the contractor. Furnish and install (14) 36" X 36" X 18" condensing unit roof curbs with caps. Furnish and install (14) 12" X 12" X 18" roof pitch pans for refrigerant piping roof penetrations. Provide structural engineering required to set additional equipment on roof. Provide reach forklift for getting roof curbs and equipment to roof locations. Provide roofing contractor to dry in roof curbs and pitch pans. Furnish and install line sets, control wiring, condensate pumps and piping required for DX cooling installations. Provide electrical contractor to install (14) new electrical circuits, breakers, fused disconnects and wiring for DX cooling installations. Provide electrical engineering required for the addition of (14) condensing units. Furnish and install (2) Daikin model DX13SA0361 3-ton, single stage, 13 SEER, R-410A, 1 Ph, 208230V condensing units. Furnish and install (2) Daikin model CHPF3636B6 3-ton, aluminum, horizontal cased "A" coil. Furnish and install (2) Daikin model DX13SA0603 5-ton, single stage, 13 SEER, R-410A, 1 Ph, 208/230V condensing units. Furnish and install (2) Daikin model CHPF4860D6 5-ton, aluminum, horizontal cased "A" coil. Remove ductwork necessary to install horizontal cased cooling coils. Detail, fabricate and install new ductwork necessary for coil installation. Furnish and install (3) Honeywell Vision Pro 8000 thermostats. Furnish and install (2) 36" X 36" X 18" roof curbs for the 3-ton condensing units. Furnish and install (2) 48" X 48" X 18" roof curbs for the 5-ton condensing units. Furnish crane for lifting condensing units and curbs to the roof locations. Furnish roofers to dry in the new curbs in (4) locations. Furnish and install line sets, control wiring and condensate piping for new cooling installations. Furnish electrician to install (4) new circuits to condensing units with breakers and fused disconnects per code. Perform refrigerant circuit pressure testing, vacuum and charging per OEM specifications. Perform startup/commissioning on all equipment per OEM specifications. All required building permits. BID # 3 Scope of work inclusions- Furnish and install (2) Daikin model FTXS24LVJU 2-ton, R-410A, cooling only, wall-mounted fan/coil units, 208/230V, 1 Ph. Furnish and install (2) Daikin model RXS24LVJU 2-ton, R-410A, cooling only, outdoor condensing units, 208/230V, 1 Ph. Furnish and install (4) Daikin model FTXS36LVJU 3-ton, R-410A, cooling only, wall-mounted fan/coil units, 208/230V, 1 Ph. Furnish and install (4) Daikin model RKS36LVJU 3-ton, R-410A, cooling only, outdoor condensing units, 208/230V, 1 Ph. Furnish and install (6) roof curbs with caps and pitch pans for the installation of the outdoor condensing units. Furnish and install (6) Daikin low ambient wind baffles for outdoor condensing units. Furnish and install (6) Daikin One+ smart thermostats for mini split control. Provide electrical contractor to install (6) new circuits, fused disconnects and wiring required for the mini split installations. Furnish and install (6) line sets, communication wiring, condensate pumps and piping required for mini split installation. Install pads for mounting the condensers in the courtyard on the North side of Building 3. Perform refrigerant circuit pressure testing, vacuum and charging per OEM specifications. Perform startup/commissioning on all equipment per OEM specifications. All required building permits. No bid for a construction contract will be received or considered unless the Bidder is registered with the Construction Contractors Board at the time the Bid is made, as required by OAR 137-049-0230. For every bid $100,000 or greater, all Contractors and Subcontractors shall have a public works bond, in the amount of $30,000, filed with the Construction Contractors' Board (CCB), before starting work on the project, unless exempt. A copy of the Contractor's BOLI Public Works Bond shall be provided with the executed contract documents. Each Bid shall contain a statement indicating whether the Bidder is a "resident bidder", as defined in ORS 279A.120. Each Bid shall contain a statement that the "Contractor agrees to be bound by and will comply with the provisions of ORS 279C.800 through 279C.870 or the Davis-Bacon Act (40 U.S.C. 3141 et seq) regarding payment of prevailing wages. Contractor shall certify nondiscrimination in obtaining required subcontractors, in accordance with ORS 279A.110 (4). Harrisburg School District reserves the right to (1) reject any or all Bids not in compliance with all public bidding procedures and requirements, (2) postpone award of the Contract for a period not to exceed sixty (60) days from the date of bid opening, (3) waive informalities in the Bids, (4) select the Bid which appears to be in the best interest of the District, or (5) reject for good cause all bids after finding that doing so is in the public interest.
