The Ministry of Lands, Water and Resource Stewardship is intending to direct award a contract for the following proposed work/service: . To provide detailed technical expertise and consulting services to support the ministry's efforts to tender infrastructural upgrades at ministry owned Cowichan Lake and Kalamalka Research Stations The proposed work/service is to be carried out by David Raymond Millard doing business as David Raymond Millard at a contract price of less than $ 12500. The anticipated term of the contract is from April 29 2022 to March 31 2023. The contractor's qualifications required to complete the services are: over 30 years - experience working with the ministry on the design of infrastructure and buildings specific to sites the ministry intends to develop in the next few months. In this proposed contract, we hope to secure David Millard's services as a consultant using his unique knowledge of erstwhile placed infrastructure to assist with the renovation design and layout of building assets on a few specific ministry-owned properties. The Facilities, Fleet and Corporate Security Branch has chosen not to compete the contemplated contract for the following reasons: 1. The ministry must improve these sites in short order, there is a need to start work immediately. His personal in-depth technical knowledge of the sites the ministry intends to develop is not found elsewhere. 2. The incumbent of this contract cannot bid on or in any way sub contract to any bidder on any of the downstream construction works at these sites The Method of Contractor Selection has not been determined at this time.
