Per Addendum 3, the final date for receipt of substitution requests is May 9, 2022. Bids shall be accompanied by Bid Security in the form of a certified check, cash, bank cashier's check, treasurer's check or Bid Bond in the form provided in the Bidding Documents, with corporate surety satisfactory to the Owner, in an amount not less than 10% of the Base Bid, naming as Obligee ELCO School District. Prospective Bidders are advised that this Project is subject to and will be governed by provisions of Pennsylvania Prevailing Wage Act including amendments and supplements thereto. The School District is requesting bids to be made "net of insurance" and will award the Contract to the lowest responsible bidder "net of insurance," all as more thoroughly described in the Contract Documents. Under this approach, Contractors and Subcontractors must remove the cost of Owner provided insurance from the Base Bid price. The lowest responsible bidder will be determined on a "net of insurance" basis. In other words, the Base Bid is to be identified by the Contractor excluding costs and expenses for General Liability, Umbrella/Excess Liability, Workers' Compensation, and Builder's Risk Insurance as delineated in the Contract Documents. Alternate Bids and Unit Prices are also to be set forth excluding cost for such insurance. The Owner will select which alternates it desires and will determine the low bidder based upon the bids without insurance being provided by the Contractor. The existing ELCO High School was originally constructed in the early 1960's and was extensively renovated in the early 1990's. It is a single-story building, apart from a two-story classroom wing, and is about 170,000 sf in area. The proposed work includes additions and extensive renovations throughout the building. The area of additions totals about 23,000 sf. Renovation work includes the science, music, art, library, special education, nurse, gymnasium, locker rooms, and family and consumer science. Other areas include a simple refresh of finishes. Since a building MEP upgrade was implemented recently, HVAC and Electrical work is limited in areas of the building not affected by comprehensive renovation. The building is noncombustible construction (Type IIIB per the IBC). Work also includes a building-wide hardware upgrade and exterior doors replacement. Sitework includes the addition of parking, drives, and site circulation improvements.
