As of January 4, 2024, per owner, this project has already been constructed. The City of McHenry intends on constructing a Surface Transportation Program (STP) Resurfacing Project consisting of a 2" asphalt milling and 2" asphalt resurfacing with minor curb and structure repairs. The project is generally located at Green Street in McHenry between Rte 120 and Municipal Drive. The project and scope of work is based off the previous studies performed by HR Green and is available for download from the City website. In accordance with the requirements of Federal Public Law 92-582 (Books Act) and ILCS 510 (Local Government Professional Services Selection Act), the City of McHenry is soliciting Statement of Qualifications (SOQ) from qualified firms for Architectural and/or Engineering services associated with the GREEN STREET SURFACE TRANSPORTATION PROGRAM (STP) RESURFACING IMPROVEMENTS. The selected firm will be responsible for the Phase III-Construction Engineering. The scope of the improvements will include: Construction observation, material testing, documentation and project close-out in accordance with State and Federal standards. The exact scope of the Architectural and/or Engineering Services is to be determined during the Qualifications Based Selection (QBS) but is anticipated to include: Coordinate and attend a kick-off meeting, material testing, construction observation, contractor coordination, public engagement including notification to impacted local businesses, quantity verification, all required IDOT paperwork, project close-out documentation and any other additional tasks to complete the phase III requirements. Illinois Procurement Code provides that all offers of more than $50,000 and all subconsultant agreements with an annual value of more than $50,000 shall be accompanied by disclosure of the financial interests of the firm. This disclosed information for the successful firm will be maintained and subject to release by request pursuant to the Freedom of Information Act, filed with the Procurement Policy Board, and shall be incorporated as a material term of the contract. Furthermore, pursuant to Section 5-5, the Procurement Policy Board may review a proposal, bid, or contract and issue a recommendation to void a contract or reject a proposal or bid based on any violation of the Procurement Code or the existence of a conflict of interest as provided in subsections (b) and (d) of Section 50-35. The method of contractor selection has not been determined at this time.
