Contractor shall provide at its own risk and cost, all labor, materials, tools, equipment, transportation, hauling, dumping and other related items needed to haul and dispose of the Non-Hazardous grit and screenings generated by the Encina Wastewater Authority (EWA) at the Encina Water Pollution Control Facility (EWPCF). The grit and screenings shall be collected in a container supplied by Contractor and hauled by the Contractor to the Otay Landfill located in San Diego County, California. [As used herein, "Hazardous" refers to any waste or materials (including grit and screenings) that would be considered "hazardous" as defined under either California or federal laws and regulations.] Contractor shall provide Grit and Screenings Hauling and Disposal Services for the EWPCF at 6200 Avenida Encinas, Carlsbad, CA 92011, for the time period from July 1, 2022, to June 30, 2025, unless renewed pursuant to the terms of the Agreement. All questions relative to this project prior to the opening of bids shall be directed to the Owner's Project Manager. It shall be understood, however, that no Specification interpretations may be made by telephone nor may any "or equal" be considered for approval during the bid period. Conforming bidders will submit packages in adherence to the Specifications. EWA reserves the right to revise the RFB prior to the date that Bids are due. Revisions to the RFB will be mailed to all potential bidders. EWA reserves the right to extend the date by which the Bids are due. EWA reserves the right to cancel, in part or in its entirety, this RFB, including, but not limited to, selection schedule, submittal date, and submittal requirements. If EWA cancels or revises this RFB, all bidders will be notified in writing by EWA. EWA reserves the right to request additional information and/or clarifications from any or all proposers to this RFB.
