Site work and paving for a mixed-use development in Hawthorne, New Jersey. Completed plans call for site work for a road / highway; for paving for a road / highway; sidewalk / parking lot; sidewalk / parking lot; and water / sewer project.
The work to be performed under this contract includes the following: Base Bid Borough Funded (Ordinance No. 2288-22): The milling and resurfacing, spot curb replacement, ancillary various drainage improvements, and ADA curb ramp upgrades at the following locations: Horizon Terrace Oak Place Post Avenue (Oak Place to Washington Avenue) Post Avenue (Hawthorne Avenue to Dead End) Sylvester Avenue Llewellyn Avenue Community Development Block Grant (CDBG) Funded (Ordinance No. 2288-22): The milling and resurfacing, concrete curb construction, ancillary various drainage improvements, and ADA curb ramp upgrades along North Ninth Street from Prescott Avenue to Westervelt. Milling and resurfacing shall only occur along the northern half of the roadway as the southern half was recently paved. Resident Assessment (Ordinance No. 2289-22): The spot sidewalk and driveway apron replacement at the following locations: Horizon Terrace Oak Place Post Avenue (Oak Place to Washington Avenue) Post Avenue (Hawthorne Avenue to Dead End) Sylvester Avenue Llewellyn Avenue North Ninth Street (Prescott Avenue to Westervelt Avenue) (since this is a CDBG-funded street, property owners may be exempt from assessment based on income) Alternate Bid 'A' Borough Funded (Ordinance No. 2288-22): The milling and resurfacing, spot curb replacement and minor drainage improvements at the following locations: Ruth Avenue (Florence Avenue to Dead End) Florence Avenue (Victor Place to Dead End) Resident Assessment (Ordinance No. 2289-22): The spot sidewalk and driveway apron replacement along Florence Avenue. Alternate Bid 'B' Borough Funded (Ordinance No. 2288-22): The milling and resurfacing and ADA curb ramp upgrades at the following locations: Sicomac Road (Goffle Hill Road to Municipal Limits) Gibralter Terrace Clara Avenue Principal items of work in the project include: Base Bid Borough Funded (Ordinance No. 2288-22): . 22,600 S.Y. Concrete Sidewalk, 4" Thick . 700 L.F. 9" x 18" Concrete Vertical Curb Resident Assessment (Ordinance No. 2289-22): . 1,100 S.Y. Concrete Sidewalk, 4" Thick . 490 S.Y. Concrete Driveway, Reinforced, 6" Thick Alternate Bid 'A' Borough Funded (Ordinance No. 2288-22): . 2,500 S.Y. HMA Milling, 3" or less . 370 Ton Hot Mix Asphalt 12.5M64 Surface Course . 300 L.F. 9" x 18" Concrete Vertical Curb Resident Assessment (Ordinance No. 2289-22): . 20 S.Y. Concrete Sidewalk, 4" Thick Alternate Bid 'B' Borough Funded (Ordinance No. 2288-22): . 4,100 S.Y. HMA Milling, 3" or less . 620 Ton Hot Mix Asphalt 12.5M64 Surface Course The work contemplated under this Contract shall be completed by October 1, 2022. The Contractor is hereby notified of the following restrictions to the schedule. Project Schedule Restrictions: No work shall start on the following streets until after July 1, 2022 unless otherwise approved by the Owner or Engineer: Oak Place Post Avenue Sylvester Avenue Llewellyn Avenue North Ninth Street Furthermore, all work (inclusive of, but not limited to all concrete work, milling and resurfacing, pavement striping, lawn restoration, etc.) along Oak Place, Post Avenue and Sylvester Avenue must be completed before Wednesday, August 31, 2022, unless otherwise approved in writing by the Owner or Engineer. Work along Horizon Terrace, Ruth Avenue, Florence Avenue, Sicomac Road, Gibraltar Terrace and Clara Avenue have no specific scheduling restrictions other than completion by October 1, 2022. Each bid must be made upon the prescribed forms, furnished with the Contract Drawings and Specifications, including the non-collusion affidavit and ownership statement compliance form and must be accompanied by a Consent of Surety and a certified check, cashier's check, or Bid Bond of not less than ten (10%) percent of the amount bid and, not to exceed $20,000.00. Such checks and Bonds shall be made payable to the Owner and will be held as a Guarantee that in the event the Bid is accepted and a Contract awarded to the bidder, the Contract shall be duly executed and its performance properly secured. The successful bidder shall furnish and deliver to the Owner a performance and payment bond in the amount of 100 percent of the accepted bid amount as security for the faithful performance and payment of the Contract. Further, the successful bidder must furnish the policies or Certificates of Insurance required by the Contract. In default thereof, said checks and the amount represented thereby will be forfeited to the aforesaid Owner as liquidated damages. Bids must be accompanied, in the case of corporations not chartered in New Jersey, by proper certificate that such corporation is authorized to do business in the State of New Jersey. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27 regarding equal employment opportunity, as amended. All corporations and partnerships must comply with Chapter 33, of the P.L. of 1977, regarding disclosure of partners and stockholders. Each bid must be enclosed in a sealed envelope bearing the name and address of the bidder, addressed to the Owner and labeled for the 2022 ROAD IMPROVEMENT PROGRAM. The successful bidder will be required to comply with all provisions of prevailing wage rates as determined by the New Jersey Department of Labor. All bids shall be irrevocable, not subject to withdrawal and shall stand available for a period of sixty (60) days. The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received and to accept the bid from the lowest responsible bidder. Prevailing wages established under the Davis-Bacon Act will apply to this contract. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation, and related matters. It is a requirement of the project that quantities and associated costs are kept separate for each specified portion of work. The three portions are as follows: the Borough funded portion for various streets (Ordinance No. 2288-22), Community Development Block Grant (CDBG) funded portion for various streets (Ordinance No. 2288-22), and the Resident Assessment portion for various streets (Ordinance No. 2289-22). It is the successful bidder's responsibility to keep track of and breakdown the quantities and associated costs in order to charge all billings to the correct ordinance number throughout the duration of the project.
