Base patching must be done a minimum of two (2) days before blacktopping. Actual work shall be commenced within ten (10) days after written Notice to Proceed has been issued. All bidders must execute and file in the bid proposal a "Bidder's Proof of Competency" questionnaire, which form is included in the contract document. The questionnaire shall be kept on file and be valid for the calendar year, subject to the Contractor's status through the year. Additional blank forms of this questionnaire can be obtained from the Town Clerk office. No bid can be received or considered unless accompanied by a Bid Bond or a Certified Check equal to ten percent (10%) of the bid, payable to the Town of Turtle, as a guarantee that, if the bid is accepted, the bidder will execute and file the proper contract and 100% Performance and Labor and Material Payment Bonds within ten (10) days from the date the lowest responsible bidder's bid is accepted. In the event the bidder fails to file such contract and bond within the time set by the Town, the check or bond shall be forfeited to the Town as liquidated damages. The Town of Turtle reserves the right to reject any and all bids and to waive or not to waive any informalities in the bidding. The letting of the contract described herein is subject to provisions of Sections 66.0901 and 66.0903 of the Wisconsin Statutes. The prevailing wage law does not apply to this project because it is anticipated to cost less than $234,000 for a multiple trade project for a town with a population of less than 2500 people. After bids are opened, no bid can be withdrawn for a period of one hundred twenty (120) days thereafter.
