West County Wastewater (WCW) is soliciting written proposals from qualified firms or individuals to provide services towards the SWPPP Services, Infrastructure and Planning. This is a Combined Request for Proposal & Request for Qualifications (RFP/RFQ), and not an invitation to bid. Although pricing is very important, other factors will be taken into consideration in selecting a proposal. Proposals will not be accepted after the date and time stated above. An incomplete proposal or proposals that do not conform to the requirements specified herein will not be considered. Issuance of the RFP/RFQ does not obligate WCW to award a contract, nor is WCW liable for any costs incurred by the proposer in the preparation and submittal of proposals for the subject work. West County Wastewater retains the right to award all or parts of this contract to several proposers, select no proposers, and/or to re-solicit proposals. The act of submitting a proposal is a declaration that the proposer has read and understands all requirements and conditions of the RFP/RFQ . West County Wastewater (WCW) is soliciting written proposals from qualified firms or individuals to provide services towards the SWPPP Services, Infrastructure and Planning. WCW provides wastewater collection and treatment services to approximately 100,000 residents. WCW is a political subdivision of the State of California and operates as an independent special district. WCW was created December 19, 1921, pursuant to authority of the State of California. WCW's current political boundaries are comprised of the City of San Pablo, a portion of the City of Richmond, a portion of the City of Pinole and some unincorporated areas within western Contra Costa County. For further information regarding the anticipated work or scope of services, please contact Armondo Hodge Engineer III 2910 Hilltop Drive Richmond, CA 94806 (510) 680-0913 ahodge@wcwd.org WCW's system includes 249 miles of gravity sewer pipelines, 17 lift stations, 6 miles of pressurized force mains, and a Water Quality & Resource Recovery Plant with a National Pollutant Discharge Elimination System permitted capacity of 12.5 million gallons per day. The project scope, content of Statement of Qualifications (SOQ), and vendor selection process are summarized in the RFP/RFQ. SOQs must be received no later than Friday, May 27, 2022 at 5:00 pm. All responses shall be submitted through WCW's e-Procurement Portal, ProcureNow. SOQs will not be accepted after the date and time stated above. An incomplete SOQ that do not conform to the requirements specified herein will not be considered. Issuance of the RFP/RFQ does not obligate WCW to award a contract, nor is WCW liable for any costs incurred by the submitter in the preparation and submittal of SOQ for the subject work. WCW retains the right to award all or parts of this contract to several submitters, select no SOQ, and/or to re-solicit SOQs. The act of submitting a SOQ is a declaration that the submitter has read and understands all requirements and conditions of the RFP/RFQ. The activities described herein are not intended to be exhaustive. Rather, each proposer should consider the goals and outcomes described for each task and develop a work plan that modifies and expands upon the activities listed herein. Innovative approaches that better meet the stated goals and provide the outcomes described, but result in a shorter schedule, lower cost, or other advantages will be given more favorable consideration than those that do not. WCW's SWPPP Services has been identified as an important aspect of department-related functions. This project will ensure that contaminants potentially released as a result of construction (i.e. dust, sediment, etc.) will be considered and mitigated or eliminated. This RFP/RFQ will facilitate procurement of Infrastructure and Planning services that have been deemed to provide a significant benefit. West County Wastewater is currently seeking ways to improve our ongoing efforts to fulfill our obligation to be good environmental stewards for the community. We've recently ramped up our appurtenance upgrade efforts and plan to complete a significant amount of projects within the next 10 years. The project-related construction will lead to necessary improvements regarding our lift stations, pipelines and Water Quality and Resource Recovery Plant. To complete the referenced construction initiatives, we're seeking a qualified vendor to complete the following tasks: Base Items 1. Evaluating documents provided by West County Wastewater Example duties related to this task include, but are not limited to: requesting documents (i.e. site plan and scope for projects), conducting investigatory meetings with the Capital Portfolio division and performing site visits (potentially without West County Wastewater staff) 2. Health and Safety Plan A Health and Safety Plan including implementation of COVID-19 mitigation measures, pertinent contacts for incident reporting as well as directions to and from each proposed site to the nearest medical facility will be required. This applies to visits to any of West County Wastewater's offices and/or in-field appurtenances 3. Preparing a master Stormwater Pollution Prevention Plan (SWPPP) Example duties related to this task include, but are not limited to: preparing a master SWPPP that will include Water Pollution Control Drawings showing Best Management Practices being recommended for the project, providing the SWPPP to the project manager for review/comment and incorporating the project manager's review/comment where feasible. This document must be prepared by a Qualified SWPPP Developer at must include at minimum: BMPs to minimize erosion sediment (i.e. gravel bags, silt fence, straw wattle, sediment basin, soil stabilizers, etc.), BMPs to minimize non-stormwater discharges (i.e. concrete waste management, material wastewater management, good housekeeping practices, etc.) and BMP maintenance 4. Preparing and filing a Notice of Intent (NOI) for the master SWPPP Example duties related to this task include, but are not limited to: preparing the NOI, providing it to staff for review/comment, incorporating staff's comments where feasible, providing the final version back to staff so that it can be certified by West County Wastewater as the Legally Responsible Party and then filing the NOI for West County Wastewater 5. Providing project management support for all activities noted above Example duties related to this task include, but are not limited to: preparing post-construction runoff calculations, attending 2 1-hour pre-bid site walks/meetings and 1 1-hour pre-construction meeting, as well as providing ongoing assistance throughout each project and regularly and timely coordination Additive Items 6. Providing training Example duties related to this task include, but are not limited to: 5 hours of training to WCW, project-related consultants and project-related contractors for each project 7. Providing SWPPP amendments Example duties related to this task include, but are not limited to: preparing up to 3 amendments including project-specific SWPPPs (to be kept on-file and/or provided to consultants, contractors or other regulatory agencies as needed) 8. Qualified SWPPP Practitioner (QSP) Services Example duties related to this task include, but are not limited to: providing QSP services including rain event forecasting and tracking, inspections and sampling. Preparation of up to 10 rain event action plans per project, up to 10 pre-storm inspections and rain event action plan preparation up to 10 times within 48 hours of forecasted rain with a 50% or greater chance (1 per referenced event), up to 10 inspections during storms (1 per 24-hour period during extended rain events), up to 10 post-storm inspections within 48 hours of conclusion of a qualifying rain event (i.e. within 48 hours of a rain event where the precipitation depth was 0.5 inches or greater), up to 100 weekly inspections during periods with no rain (1 per week during periods of no rain) and up to 20 quarterly non-stormwater inspections (1 per project per quarter where applicable) 9. Reporting to the State Water Resource Control Board (SWRCB) Example duties related to this task include, but are not limited to: reporting via the SWRCB's Stormwater Multiple Application and Reporting Tracking System (SMARTS) and informing West County Wastewater that the task has been completed 10. Preparing annual reports Example duties related to this task include, but are not limited to: preparing 2 annual reports for certification in the SWRCB's SMARTS, providing the drafts to the project manager for review, implementing the project manager's comments and then submitting the reports in the SWRCB's SMARTS 11. Preparing plan and termination documents Example duties related to this task include, but are not limited to: preparing the Long-Term Maintenance Plan and Notice of Termination, providing the draft to the project manager for review, implementing the project manager's comments and then submitting both documents 12. Preparing non-SWPPP BMPs and associated drawings Example duties related to this task include, but are not limited to: preparing detailed BMPs and associated drawings for projects that may not qualify for SWPPP services, but may be located in environmentally-sensitive locations, providing the draft to the project manager for review, implementing the project manager's comments and then submitting the document The method of contractor selection has not been determined at this time.
