Site work for a water / sewer project in N Richmond, California. Completed plans call for site work for a water / sewer project.

The West County Agency (WCA) provides coordination between WCW and the City of Richmond. The treated effluent from the West County Wastewater (WCW) WQRRP flows to the confluence structure at the City of Richmond Wastewater Treatment Plant (COR WWTP). The confluence structure at the COR WWTP is where the two effluent sources are combined into the Joint Marine Outfall (Outfall) that discharges into the San Francisco Bay. An aerial exhibit showing the location of the two treatment plants, the Outfall and the approximate location of the work is included as Attachment A. Please note as shown on Attachment B the work site is approximately 31 feet under water. The Outfall was designed and constructed in 1978. Attachment B shows an overall profile of the Outfall. It consists of approximately 1,050 feet of 54inch reinforced concrete pipe (RCP) and 12,025 feet of 72-inch RCP. The Plan and Profile sheets from the original 1978 plans (1980 As-builts) are included as the Attachment C. The last 1,100 feet of the Outfall consists of 140 diffusers connected to the crown of the pipe. The diffuser section of the outfall pipeline was rehabilitated in 1993 with the replacement of the 140 diffuser ports. The Tide Flex diffuser nozzles provide a positive effluent discharge and reduce the possibility of backflow of seawater due to changes in water depth due to tidal action. The 1993 plans for the replacement of the outfall diffusers and associated anodes is included as Attachment D. Attachment E is the Outfall Diffusers Inspection Report from January 17, 2020, which details the most recent inspection results and identifies diffusers and anodes that need replacement or minor repair. This report was used to develop the current scope of work. In the event of a conflict between Attachment F and Attachment E; The quantities in Attachment E shall govern. Bids must be accompanied by a deposit of cash, cashier's check, certified check, or a bid bond in the amount of five percent (5%) of the total bid price, which will be applied to damages sustained by WCW if the successful Bidder fails or refuses to enter into a contract awarded to it by WCW. After contract award, the successful Contractor must provide a payment bond in the amount equal to one hundred percent (100%) of the Contract Price and issued by a California admitted surety. Full compensation for furnishing the payment bond is included in the Total Bid Price. [If a performance bond is required, please include the requirement here.] Upon execution of the Contract, the Contractor must furnish a bond to guarantee the faithful performance of the Contract. The amount of the bond is stated in the Special Provisions. The bond must be with a California-admitted corporate surety or with two (2) or more sufficient sureties to be approved by WCW. As an alternative to furnishing a bond, the Contractor may guarantee faithful performance of the Contract by depositing with WCW a certified check or cashier's check from a solvent bank for the prescribed amount. WCW reserves the right to reject any and all bids, to waive any irregularities or informalities in any bid or in the solicitation procedure, or to postpone the bid submittal deadline for good cause, as determined by WCW. Notice is hereby given that, pursuant to California Labor Code 1770 et seq., this work includes "public works." The successful contractor shall be responsible for the payment of prevailing wage rates, the training of apprentices and compliance with other related requirements. The prevailing wage requirements and instructions are detailed in Section 15 of the Sample Contract and Labor Code Sections 1770 to 1780, inclusive. Bidders and their proposed subcontractors must hold the licenses required by the laws of the State of California for the performance of the work specified in this IFB. Bidders bidding as the prime contractor must possess a valid California State Contractor's License [license type], at the time bids are submitted and throughout the Contract term. The prime contractor must ensure that all subcontractors working on the project are holding valid licenses suitable for their trade.
