Per Addendum 3, the final date for receipt of substitution requests is May 9, 2022. Bids shall be accompanied by Bid Security in the form of a certified check, cash, bank cashier's check, treasurer's check or Bid Bond in the form provided in the Bidding Documents, with corporate surety satisfactory to the Owner, in an amount not less than 10% of the Base Bid, naming as Obligee ELCO School District. Prospective Bidders are advised that this Project is subject to and will be governed by provisions of Pennsylvania Prevailing Wage Act including amendments and supplements thereto. The School District is requesting bids to be made "net of insurance" and will award the Contract to the lowest responsible bidder "net of insurance," all as more thoroughly described in the Contract Documents. Under this approach, Contractors and Subcontractors must remove the cost of Owner provided insurance from the Base Bid price. The lowest responsible bidder will be determined on a "net of insurance" basis. In other words, the Base Bid is to be identified by the Contractor excluding costs and expenses for General Liability, Umbrella/Excess Liability, Workers' Compensation, and Builder's Risk Insurance as delineated in the Contract Documents. Alternate Bids and Unit Prices are also to be set forth excluding cost for such insurance. The Owner will select which alternates it desires and will determine the low bidder based upon the bids without insurance being provided by the Contractor. The undersigned reserves the right to waive informalities, irregularities, defects, errors, or omissions in Bids, or to reject all Bids or parts thereof.
