Renovation of a mixed-use development in Sacramento, California. Completed plans call for the renovation of a 909,000-square-foot, 332-bed educational facility.
The University's primary objective in utilizing the Progressive Design-Build approach for the project is to bring the best available integrated design expertise and construction experience to this Project. The University and Design-Builder have determined that Proposers who submit proposals on this bid package must be prequalified and are subject to the prequalification and Request for Proposal process. Prequalified Proposers will be required to have a the following California contractor's licenses: B, C-8 for Concrete, Shotcrete and Concrete Reinforcement. This prequalification is for Phase 1 Preconstruction and Design Development Services, Phase 2 Construction Documents, and Phase 3 Construction. The successful Proposer will enter into a subcontract with the DesignBuilder for the project, and will assume the role of Design-Build subcontractor to provide both design, engineering and construction services. McCarthy intends to submit a bid to self-perform the work of RHT-09: Design-Assist Concrete, Shotcrete, and Concrete Reinforcement. Therefore, the University is responsible for receiving and reviewing all prequalifications and proposals for this Bid Package in accordance with the Progressive Design-Build contract. Construction includes the building of a Hospital Bed Replacement Tower (RHT). The RHT, also known as California Tower, is a key piece of UC Davis Health's strategy to achieve seismic safety compliance, additional service capacity, and operational improvements. The RHT project is envisioned to comprise a minimum of +/-332 inpatient beds including ICU and medical/surgical, Acuity Adaptable (ICU capable rooms), complex procedure rooms, and imaging and support services. The building option under consideration is approximately 909,000 BGSF of new space. The construction site is located on the east end of the existing hospital, adjacent to the Pavilion that houses primarily surgery, ICUs, the burn unit, and the emergency department. The RHT will be connected to the Pavilion. Utilities for the RHT will be supplied from the Central Utilities Plant. Work in this bid package includes: Investigation, Preconstruction and Construction Services for Concrete, Shotcrete and Concrete Reinforcement. All work included in this advertisement will be performed under the authority and jurisdiction of OSHPD. Target Cost for this bid package shall include: all costs for Phase 2 design engineering and preconstruction services; the Phase 3 construction services, if applicable, management costs (general conditions), the estimated Phase 3 construction costs as approved, and the proposed mark-up and fees on all of the approved Phase 3 construction costs (as proposed and estimated only). The Project will require the Design-Builder's team, including all design consultants, Design-Build subcontractors, Design-Assist subcontractors, and other subcontractors working on the Project (Design-Build Team) to be co-located at the RHT Big Room for the duration of their respective phase of the work, when Public Health restrictions allow. Each Proposer may be required to show evidence of its equal employment opportunity policy. The successful Proposers and its subcontractors will be required to follow the nondiscrimination requirements set forth in the Request for Proposal Documents and to pay prevailing wage at the location of the work. The work described in the contract is a public work subject to section 1771 of the California Labor Code. No contractor or subcontractor, regardless of tier, may be listed on a Proposal for, or engage in the performance of any portion of this Project, unless registered with the Department of Industrial Relations pursuant to Labor Code section 1725.5 and 1771.1. This Project is subject to compliance monitoring and enforcement by the Department of Industrial Relations. The successful Prequalified Proposer shall pay all persons providing construction services and/or any labor on site, including any University location, no less than the UC Fair Wage (defined as $15 per hour as of October 1, 2017) and shall comply with all applicable federal, state and local working condition requirements. All information submitted for prequalification evaluation will be considered official information acquired in confidence, and the University will maintain its confidentiality to the extent permitted by law.
