Site work, paving and new construction of a mixed-use development in Centralia, Illinois. Completed plans call for the construction of a day care center; for site work for a day care center; fitness / recreation center; fitness / recreation center; office development; office development; pre-engineered storage facility; day care center; sidewalk / parking lot; and for paving for a sidewalk / parking lot.

This project consists of construction of a new pre-engineered metal building that will contain a multi-use gym, a fitness facility, walking track, three multi-purpose rooms, concession area, and office space. The facility will also have space dedicated for a daycare. Bid security shall be submitted with each bid in the amount of five percent (5%), percent of the bid amount. No bids may be with-drawn for a period of 30 days after opening of bids. Owner reserves the right to reject any and all bids and to waive informalities and irregularities. Bidders must be properly licensed under the laws governing their respective trades and be able to obtain insurance and bonds required for the work. A performance bond, separate labor and material payment bond, and insur-ance in a form acceptable to owner will be required of the successful bidder. The owner requires all contractors and vendors doing business with the owner not to discriminate against anyone on the basis of race, age, color, religion, gender, sexual orientation, ancestry, non job-related handicaps or national origin. Village of dieterich reserves the right to accept or reject any and all bids, and to waive any and all informalities in the bidding. After receipt of bids and completion of the review process, village of dieterich may award a contract to the bidder that, in its opinion, will provide a combination of the best services and reasonable cost. Successful bidders shall be required to observe the fair employment practices commission rules pertaining to equal employment opportunity, and comply with the illinois prevailing wage act, 820 ilcs 130/1 et seq.., and use wage determination as determined by the illinois department of labor, conciliation, and mediation division dated march 7, 2022. These wages will remain in effect until superseded by a new determination. This project will be partially funded by a state of illinois grant, the illinois department of national resources "Park and recreational facility construction grant program" (parc) grant program, and shall adhere to the illinois works jobs program act. The local sponsor shall encourage 1) "Minority" business firms to submit bids on the approved project and 2) successful contract bidders to utilize minority businesses as sub-contractors for supplies, equipment, services, and construction. In addition, 50% of the labor hours on the project must be performed by actual residents of the state of illinois per article 80 of the fy 10 budget implementation (capital) act, p.A. 96-37 (hb 2424.) illinois works jobs program act (30 ilcs 559/20- 1 et seq.): for grants with an estimated total project cost of $500,000 or more, the grantee will be required to comply with the illinois work apprenticeship initiative (30 ilcs 559/20-20 to 20-25) and all applicable administrative rules. The estimated total project cost" is a good faith approximation of the costs of an entire project being paid for in whole or in part by appropriated capital funds to construct a public work. The goal of the illinois apprenticeship initiative is that apprentices will perform either 10% of the total labor hours actually worked in each prevailing wage classification or 10% of the estimated labor hours in each prevailing wage classification, whichever is less. Grantees will be permitted to seek from the department a waiver or reduction of this goal in certain circumstances pursuant to 30 ilcs 559/20-20(b). The grantee must ensure compliance for the life of the entire project, including during the term of the grant and after the term ends, if applicable, and will be required to report on and certify its compliance.
