Renovation of a water / sewer project in Pineville, North Carolina. Completed plans call for the renovation of a water / sewer project.

Charlotte Water (CLTWater or City) is seeking Progressive Design-Build services to design and construct Phase 1 of the Thermal Hydrolysis Process (THP) and Biosolids Improvements project (Project) at the McAlpine Creek Wastewater Management Facility (MWWMF). The MWWMF is CLTWater's largest wastewater treatment plant, with a permitted capacity of 64 MGD average day maximum month (ADMM) flow. In addition to sanitary sewage flows from the McAlpine Creek Basin, it also currently accepts and treats primary sludge (PS) and waste-activated sludge (WAS) from the Sugar Creek Wastewater Treatment Plant (WWTP). Flows can be transferred from the Irwin Creek WWTP, Sugar Creek WWTP, and in the future, the Stowe Regional Water Resource Recovery Facility, to McAlpine Creek WWMF, as a flow management strategy. CLTWater completed the Biosolids and Residuals Master Plan (2013), the Wastewater Biosolids Market Analysis Study and Biosolids Market Study Technology Evaluation Report (2016), and the Thermal Hydrolysis Process and Solids Regionalization Improvements Preliminary Engineering Report (2021). These studies and reports recommended THP implementation and other related biosolids improvements at the MWWMF and regionalization of solids treatment from other CLTWater facilities to achieve the vision of a sustainable, regionalized, diversified, and resilient biosolids management program. The Project requires design, construction and implementation of improved solids processing equipment at the MWWMF. These improvements include a new THP system and other related infrastructure required to establish regionalized solids treatment at the MWWMF. This Project is a key part of CLTWater's overall biosolids management vision of a sustainable, regionalized, diversified and resilient biosolids program. The regionalized solids treatment system is intended to serve the MWWMF, Sugar Creek WWTP, Irwin Creek WWTP and the Stowe Regional Water Resources Recovery Facility. It will not serve the Mallard Creek and McDowell Creek WWTPS. CLTWater selected Progressive Design-Build as the desired project delivery method. Proposers will need to assemble a team of experts, including but not limited to, design, survey, geotechnical, environmental, permitting, construction, start-up, commissioning, and provide technical input for the public communications plan for the execution of this project.
