Solicitation ID: BPED-01 Assistance is needed to update the Wisconsin Bicycle Transportation Plan and Wisconsin Pedestrian Policy Plan. The plans will be incorporated into the Wisconsin Active Transportation Plan 2050. The Active Transportation Plan 2050 is the human-powered modal plan to supplement Connect 2050. Connect 2050 is the transportation plan that guides overall transportation decision-making and relies on other plans, such as Active Transportation Plan 2050, to identify mode-specific objectives and actions. The Active Transportation Plan will supplement Connect 2050 as a policy document and an action plan with specific recommendations that will provide long-term transportation options for primarily human-powered transportation. WisDOT envisions an integrated multimodal transportation system that maximizes the safe and efficient movement of people and products throughout the state in a way that enhances economic productivity, transportation accessibility, and the quality of Wisconsin's communities while minimizing impacts to the natural environment and socioeconomic, historic, and cultural resources. Work with WisDOT staff to utilize technology-based outreach/feedback mechanisms. Create a detailed summary of the engagement efforts and results for the final plan as an appendix. Assist with writing and editing the plan. The plan is expected to be integrated into the web-based planning portal used for Connect 2050. Assist with general tasks including: Refine plan outcomes Ensure consistency with federal/state requirements Write/edit the draft plan Develop a website/web-based planning portal Gather/evaluate/analyze examples of successful plans/performance measures Evaluate existing practices against best practices Assist with public and stakeholder engagement tasks including: Create infographics Conduct surveys and polls Create informational videos/fact sheets/questionnaires Record meeting notes Support/attend engagement events Plan stakeholder meetings Preliminary Plan goals Define the benefits and impacts of active transportation to the state/public Define WisDOT's role Evaluate WisDOT's current practices Revise/develop new policies Coordinate public and stakeholder involvement, virtual/in-person Analyze existing conditions Discuss connections between active transportation and other modes (e.g. transit) Discuss connections between land use and active transportation Evaluate resources and guidance published Establish policies/strategies/actions to implement the plan Review/evaluate/determine performance measures Advertised Fixed Fee %: 7.50 DBE goal on project: No The fixed fee for this contract will apply an indirect cost factor of 150% to the consultants estimated direct labor, regardless of the consultants actual indirect rate.
