The City of Alameda (City) is a unique island community of approximately 79,000 people faced with a wide variety of environmental, climate change, land use, planning, and transportation issues and challenges. The City is seeking experienced firms(Consultants)to establish an on-call list to provide construction management and inspection services for upcoming capital projects, including federally funded projects. The City will utilize the One-Step RFQ Consultant Selection Process for firm selection, as outlined in Chapter 10 of the Local Assistance Procedures Manual in conformance with federal procurement requirements in 23 CFR Part 172 - bidders are encouraged to read both documents to familiarize themselves with this process. The City will review qualifications, rank the firms, and invite three to five firms to a panel interview. The City will evaluate the interviews, rank the firms, and invite three firms to enter into a contract with the City for a five year term, to provide on-call construction management and inspection services for various Capital Improvement Plan projects. The maximum dollar amount for the sum total of all three on-call contracts is $4.5 million. On an as-needed basis for individual projects over the term of the contract, the City will solicit proposals from all three on-call firms. The purpose of establishing this on-call listin conformance with federal procurement guidelines is to have a pool of the highest qualified firms available to provide construction management and inspection services for a variety of capital projects, including federally funded projects. Some of the construction contracts will be paid with federal funds, and some may be paid with local funds. Construction management and inspection services for federally funded construction contracts may also be paid with federal funds. The selected firms must demonstrate expertise in managing federally funded construction projects and in meeting all of the Local Assistance Procedures Manual requirements for federally funded projects. Some or all of these tasks, and possibly additional tasks, will be included in the scope of work for individual projects: o Providing pre-bid services including constructability and biddability reviews of the PS&E; o Meeting with project team, City staff, designer, etc.; o Developing project document tracking system; o Managing construction project in accordance with LAPM requirements; o Assisting as-needed with Pre-Bid Conference, Bid review, Award Packet, contract compliance, Notice to Proceed, etc.; o Managing project communication protocol; o Performing Resident Engineer duties, site inspections, special inspections, and providing construction inspectors to ensure highest quality work; o Generating daily logs, digital photographs, maintaining field copy of specifications and plan set;o Monitoring/enforcing worksite safety, SWPP/NPDES, traffic control, dust control, bike/ped access during construction, ADA access, etc.; o Hosting pre-construction and weekly progress meetings, distributing agendas, minutes; o Monitoring of Contractor's project schedule, construction budget, purchases, payments; o Meeting all federal aid project administration requirements (e.g. WSWD, submittals, RFIs, quantity measurement and tag collection, CCOs, etc.); o Implementing QAP, performing applicable materials testing, quality assurance, etc.; o Reviewing Contractor payment applications, verifying quantities and preparing Contractor payments for City approval and payment; o Preparing Caltrans reimbursement requests with backup documentation; o Providing weekly and monthly progress reports for social media, City Manager's Report; o Negotiating on behalf of City, including CRIP, Force Account, CCOs, claims, etc.; o Working with City, Designer, subconsultants on RFIs, submittal review, ESIs, design clarifications, Contract Change Orders, etc.; o Sending a two week construction courtesy notice to residents, businesses via mail, when appropriate; o Coordination - Regulatory agencies, Caltrans, Utilities (PG&E, AT&T, EBMUD, AMP, Comcast, etc.), AC Transit, various stakeholders including developers, businesses/business associations, Chamber of Commerce, neighborhood groups, residents, Alameda Fire Department, Alameda Police Department, disabled individuals needing accommodations, responding to citizen inquiries, etc.; o Creation of final "punchlist," hosting post-construction walk-through with City staff including maintenance staff, Designer, subconsultants, verification/inspection of completion of "punchlist" items, etc.; o Completion of Contractor's "As-Built" record drawings at end of project for review and acceptance, assisting as-needed with release of retention, documents for City Council acceptance and Notice of Completion for recording at the County Recorder; o Preparation of requisite final reports for federally funded projects; and o Submittal of Caltrans/federal audit-ready project (paper/electronic) documents to City at conclusion of project. After the City has entered into contracts with the selected firms, the City will solicit cost proposals from the on-call firms on an as-needed basis for individual projects.
