Site work for a water / sewer project in Concord, California. Completed plans call for site work for a water / sewer project.

The scope of work is generally for pothole and base repair work along Port Chicago Highway and Bates Avenue in the City of Concord. Work shall include traffic control, staging of the work, water pollution control program, asphalt concrete removal, hot mix asphalt placement, pavement marking and striping removal and installation, detector loops and installation of city furnished video detection camera; and such other items or details that are required by the Plans, Standard Specifications, the Special Provisions and as directed by the Engineer. The Engineer's estimated construction cost ranges from $1,500,000 to $1,700,000 for the base bid. The Contractor shall possess at least one of the following valid Contractor's licenses at the time the bids are opened: Class "A": General Engineering Contractor, or; Class "C-12": Earthwork and Paving Contractor. Further, only a contractor registered with the Department of Industrial Relations (DIR) to bid on public works contracts in California shall be permitted to submit a bid. Furthermore, only subcontractors registered with the DIR to bid on public works contracts in California shall be permitted to perform work or labor or render service under subcontract to the subject contractor. The Contractor shall have completed within the last five years a minimum of three Capital Improvement Program (CIP) projects for one or more public agencies; these projects shall involve work of similar type and complexity, each project valued at not less than $200,000.00. There is no pre-bid meeting for this work; however, contractors are strongly encouraged to visit all sites in advance of the bid to familiarize themselves with the nature of the existing conditions. Pursuant to Section 1773 of the Labor Code, the general prevailing wage rates for Contra Costa County where the work is to be done have been determined by the Director of the California Department of Industrial Relations. The City Council has ascertained that State of California prevailing wage rates are applicable for this and all City projects. Prevailing Wage Rates are also available at the State of California Division of Labor Statistics and Research portal. Labor Compliance Requirements (Prevailing Wage, SB854 Etc). Contractor/Vendor must comply with all labor compliance requirements including but not limited to prevailing wage requirements, SB 854, Labor Code sections 1771.1(a) & 1725.5, Public Works Contractor Registration Program, Electronic Certified Payroll Records to Labor Commissioner, and other requirements described on the direct links provided in the document 'Labor Compliance Requirements (Prevailing Wages, SB 854 Etc.', posted on the City Purchasing's website. The bidder's attention is directed to the "Project Stabilization Agreement," section of the special provisions regarding the requirement to enter into a Project Stabilization Agreement ("PSA") for City construction projects funded in whole or in part with City of Concord funds where the engineer's estimate or bid amount exceeds $750,000.00. The PSA also includes a Helmets to Hardhats requirement. The Contractor may elect to receive 100% of payments due under the contract from time to time, without retention of any portion of the payment by the City, by depositing securities of equivalent value with the City in accordance with the provisions of Section 22300 of the Public Contract Code and with applicable City regulations. Such securities, if deposited by the Contractor, will be valued by the City's Finance Director, whose decision on valuation of the securities will be final. Bids shall be in a sealed envelope entitled "Pothole and Base Repair #2: Port Chicago and Bates-Project No. 2556". All bids shall be presented under sealed cover and shall be accompanied by cash, cashier's or certified check or a bidder's bond executed by a corporate surety insurer. The bidder's guarantee shall be in an amount equal to at least ten percent (10%) of the amount bid and made payable to the city of concord.
