Site work for a water / sewer project in Stockton, California. Completed plans call for site work for a water / sewer project.

Please contact the owner for plans and specifications. This project is under a confidentiality agreement due to security reasons. This Project is subject to compliance monitoring and enforcement of prevailing wage requirements by the California Department of Industrial Relations ("DIR") and the San Francisco Office of Labor Standards Enforcement. No contractor or subcontractor may be listed in a bid for a public works project and no contractor or subcontractor may be awarded a contract for public work on a public works project unless registered with the DIR per California Labor Code Section 1725.5 [with limited exceptions from this requirement for bid purposes only under California Labor Code Section 1771.1(a)]. The San Francisco Public Utilities Commission authorized the Water System Improvement Program Project Labor Agreement ("WSIP PLA") on March 27, 2007 and the Second Addendum to the WSIP PLA on July 23, 2019 (collectively referred to as the "PLA"). This Project is covered by the PLA. A copy of the PLA documents are included as Section 00 73 18.20 in the contract documents. Bidders are advised that the PLA is incorporated into and made a part of any contract awarded for this Project. The objective of the project is to improve existing San Joaquin Pipeline (SJPL) System so that it will allow safe personnel entry to segments of pipelines without a system shutdown. This contract is for the improvement of Phase 1B which focuses on SJPL #3 & SJPL #4. The scope of work will include 1) uprate a 78-inch butterfly valve on SJPL#3 and a 90-inch butterfly valve on SJPL #4 at the Tesla Valve House; 2) Install 5 Removable Spool Pieces and new vaults at Tesla Portal, P4J Tie-In and Oakdale Portal for SJPL #3 and #4. The work is to be performed in San Joaquin County and Stanislaus County, California. The contract will be awarded to the responsible Bidder submitting the lowest responsive bid. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B. The LBE Subcontracting Participation Requirement is 6.00%. Both San Francisco Small & Micro-LBEs and SFPUCLBEs (Firms certified by SF Contract Monitoring Division) can be utilized to meet this requirement. The requirement is less than 20% because approximately 40% of the total contract value will be used for purchasing large diameter valves and appurtenances. In addition, constraints such as the remote locations of the work sites at Tracy and Oakdale; and the construction timeframe (limited to 100 days during a yearly water system shut down) reduces the number of subcontractors available to perform work on the Contract Please contact Jason Chow at (415) 554-3103 and CAB@sfwater.org for further information. Subcontracting opportunities may include, but not limited, to the following major types of work: demolition, excavation, concrete work, pipeline coating, rebar installation, welding, trucking, and electrical and instrumentation installation.. Please refer to Section 01 60 00 in the Specifications regarding the purchase of equipment to achieve the LBE subcontracting participation requirement. In addition, the SFPUC seeks to promote diversity within its contracting opportunities. Thus, the SFPUC strongly encourages bids from Bidders that optimize the use of S.F. Small and Micro-LBE certified subcontracting firms. The City also encourages Bidders to use regional SFPUC-LBE firms. The SFPUC also seeks to further optimize the use of contractor teams that reflect the diversity of the City and County of San Francisco. As such, the City recommends that Bidders consider the composition of their teams in terms of gender, age, ethnicity, and race, and to utilize teams that include a diverse mix of staff at all organizational levels. Prime Bidder's attendance at this conference is worth 15 points toward Chapter 14B "Good Faith Outreach" requirements. Documented attendance in the teleconference pre-bid meeting will satisfy this requirement. Bidders must achieve at least 80 points (out of a possible 100 points), as determined by CMD, to be deemed compliant with the "Good Faith Outreach" requirements, except those who exceed the above stated LBE subcontracting participation requirement by 35% under Section 14B.8(B) of the Administrative Code. The first site inspection will start at the Oakdale Portal in Oakdale, CA, at 8:00 AM on May 5, 2022. Meeting Address: Willms Road Gate - 2.4 miles south of Highway 108 on Willms Road, Oakdale, CA 95361 (Lat: 3747'40.87"N, Long: 12037'38.14"W. If needed, a second site inspection day will be held at a time and location to be determined. The gathering addresses of the site inspection will be confirmed at the pre-bid meeting. SFPUC encourages Bidders to submit a Safety Prequalification Form at least 3-weeks prior to the date of Bid opening. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders who have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders, "Bidder Qualifications" and Section 00 45 12 - Safety Prequalification for additional information. A Class "A" California Contractors License is required to bid. Furthermore, each listed subcontractor must possess appropriate active licenses for the work each subcontractor will be performing. In accordance with San Francisco Administrative Code Chapter 6, the City and County of San Francisco will not accept any offer/bid or award any contract in excess of $706,000 until such time as (a) the General Manager of the San Francisco Public Utilities Commission recommends the contract for award and (b) the San Francisco Public Utilities Commission then adopts a resolution awarding the contract. Pursuant to Charter Section 3.105, all contract awards are subject to certification by the Controller as to the availability of funds. For this project, as set forth in detail in the contract, the SFPUC will issue purchase orders incrementally as needed to fund project work over the duration of the project, which serves the functions of Controller certification and encumbrance of project funds available for payments. Bidders are hereby advised that the Contractor to whom the Contract is awarded must be certified by the Contract Monitoring Division as being in compliance with the Equal Benefits Provisions of Chapter 12B of the City's Administrative Code within two weeks after notification of award by the SFPUC General Manager. This Contract is subject to the requirements of Administrative Code Chapter 12X, which prohibits the City from entering into contracts with companies headquartered in states with laws that perpetuate discrimination against LGBT populations or with restrictive abortion laws or with voter suppression laws or where any or all of the work on the contract will be performed in any of those states. Bidders are hereby advised that Bidders, which have their United States headquarters in a state on the Covered State List, as that term is defined in Administrative Code Section 12X.3, or where any or all of the work on the contract will be performed in a state on the Covered State List, may not enter into contracts with the City. A list of states on the Covered State List is referenced in Section 00 45 78. Each Bidder must certify compliance with this requirement as directed This Project is subject to the requirements of the San Francisco Local Hiring Policy for Construction ("Policy") as set forth in Section 6.22(g) and Chapter 82 of the Administrative Code. Bidders are hereby advised that the requirements of the Policy will be incorporated as a material term of any contract awarded for the Project. Refer to Contract Section 00 73 30 for more information. If a Bidder objects on any ground to any bid specification or legal requirement imposed by this Advertisement for Bids, the Bidder shall, no later than the 10th working day prior to the date of Bid opening, provide written notice to the Manager, Contract Administration Bureau, setting forth with specificity the grounds for the objection.
