The scope of work consists of maintenance of the storm drain structures under the Municipal Separate Storm Sewer System (MS4) permit at Daniel K. Inouye International Airport (HNL) and Kahului Airport (OGG), the storm drainage systems at the other 13 airports statewide in Hawaii, and the oil water separators that are not connected to MS4 or drainage systems (aka discharging to sanitary sewer system or other) statewide. To be eligible for award, bidders must possess a valid State of Hawaii Specialty Contractor's "C-43" License at the time of bidding. Bidders are also directed to specification Section 10 for other requirements. The deadline for submitting questions will be 14 calendar days prior to bid opening not including the bid opening date. Any requests for information submitted after this deadline will not be answered and bidders will be expected to bid accordingly. Persons wishing to certify and qualify a product as a Hawaii Product shall submit a Certification for Hawaii Product Preference (SPO Form 38) to the Department of Transportation Contracts Office no later than 4:30 p.m., fourteen (14) calendar days prior to the bid opening date. Late submittals for this project will not be reviewed by the Department. The U.S. Department of Transportation Regulation entitled "Nondiscrimination in Federally-Assisted Programs of the U.S. Department of Transportation," Title 49, Code of Federal Regulations (CFR), Part 21 is applicable to this project.
